
The situation in Kosovo and the process of normalization of relations between Kosovo and Serbia are expected to be topics that will be addressed next week by the foreign ministers of the member states of the European Union, but also by European leaders during the summit of the bloc at the end of the week.
This is what the diplomatic sources in the EU warned, who have expressed great concern about the recent tensions in the north of Kosovo - inhabited by a majority of Serbs - which, according to them, have put at risk the dialogue process for normalization that is mediated by the EU .
In these meetings, according to diplomatic sources, it is expected that Kosovo and Serbia will be called upon to immediately reduce tensions and return to dialogue. Likewise, the two states are expected to be warned about the consequences they may face if they do not prove their will for prudent and constructive behavior.
Radio Free Europe has had access to the draft text which has been prepared to be approved at the meeting of EU leaders. The European Council will also request the implementation of the Agreement on the path towards the normalization of relations that was reached in Brussels at the end of February, as well as the Annex of its implementation, reached in Ohrid in March.
" The European Council condemns the recent incidents in the north of Kosovo and calls for the immediate escalation of the situation, based on the key elements that have already appeared from the European Union" , the text says.
" As the next step, the continuation of the dialogue facilitated by the EU, and the rapid implementation of the Agreement on the road to normalization and the implementation of the annex are necessary. Failure to reduce tensions will have negative consequences" , this text says.
The agreement towards the normalization of relations requires the parties to accept each other's documents and symbols, including: passports, diplomas and license plates.
Also, this agreement requires the parties to implement all the agreements reached so far in the dialogue for the normalization of relations.
Otherwise, tensions in the north of Kosovo, inhabited by a majority of Serbs, have increased since May 26. That day, the Serbs started protests against the entry into the municipal buildings of the new Albanian mayors of Zveçan, Zubin Potok and Leposaviq, who entered the buildings with the assistance of the Kosovo Police.
Since then, local Serbs have been protesting in the north, opposing the presidents who were elected on April 23 – elections that were boycotted by Serb parties and the population.
On May 29, protests escalated into violence, with Serbs clashing in Zveçan with soldiers from NATO's peacekeeping mission in Kosovo, KFOR.
The EU and the United States have presented to the Prime Minister of Kosovo, Albin Kurti, three demands regarding the tensions: the calming of the situation in the north of Kosovo, the holding of new elections in the four municipalities in the north and the return to the dialogue for the normalization of relations .
Kurti, meanwhile, has presented a five-point plan, which also foresees the holding of elections. However, he said that in order to hold free elections in the north, the rule of law is needed./ REL
