Parliamentary session in Kosovo fails, MPs not sworn in
The parliamentary session in the Kosovo Assembly has failed. The chairman of the constitutive session, Avni Dehari, announced the interruption of the constitutive session, saying that there is no majority for its continuation.
Dehari said that they will write a letter to President Vjosa Osmani on how they will proceed.
"We are forced to interrupt the session and write to the president asking how to act in the future," he said.
In the constitutive session, there was a quorum to proceed. PDK, LDK and AAK voted against the report of the commission for the verification of mandates. The vote resulted: 52 in favor, 46 against and 11 abstentions.
PDK Chairman Memli Krasniqi said they did not vote on the report because they believe it is unconstitutional. LDK Committee Member Aremnd Zemaj said they voted against the report because “the documentation regarding the resignation of the Prime Minister and the ministers who were elected as MPs was not distributed in time.”
Acting Prime Minister Albin Kurti has submitted his resignation letter to the current Speaker of the Parliament, Glauk Konjufca, along with the government cabinet. The letter states that Kurti resigned with the ministers to take the oath as members of Parliament.

Since March 23, when the full four-year mandate of our government ended, the government has been in office/resignation. In accordance with the Constitution and the laws in force, with the statement I made and accepted in the KOZ on March 27, 2025, and with my public stance of the same day, I have effectively resigned along with the government cabinet.
"For the purpose of taking the oath as a deputy of the Assembly of the Republic of Kosovo, of the ninth legislature, I am also officially forwarding my resignation from the executive position, effective as of the aforementioned date according to the Constitution and the laws in force," Kurti's resignation letter stated.
The Kosovo Assembly held its constitutive session today. The deputies of the ninth legislature were to take the oath, while the election of the Speaker of the Assembly was on the agenda. The winning party of the February 9 elections, the Vetëvendosje Movement, officially does not have the 61 confirmed votes to form a majority.
The deputy of the Vetevendosje Movement list, Faton Peci, accused the Serbian List and other parties of the failure of the constitutive session, stating that they had the name of the candidate for speaker of parliament.
Peci told the media that they are ready to reveal the name "whenever the time comes."
"The Serbian List and the opposition made the first step, the election of the Speaker of the Assembly, impossible... If the mandates were verified, we had the name for the speaker, whenever the time comes, we will reveal it," said Peci.
He announced that the ministers have resigned, but said that "I am returning to the office because the prime minister's departure from the Prime Minister's Office and the departure of the ministers would create the opportunity for a gap," Peci added.
