The special envoy of the European Union for dialogue, Miroslav Lajcak, has reacted again regarding the visits made earlier to Kosovo and Serbia together with the US envoy for the Western Balkans, Gabriel Escobar.

Through a post on Facebook, Lajçak writes that the purpose of the visit was to find the potential for a political solution, after the tensions that arose in the north of Kosovo. He informed that in meetings with President Vjosa Osmani, Prime Minister Albin Kurti and Deputy Prime Minister Besnik Bislimi, he informed them of the concerns they have about the situation in the north and the need for immediate expansion. 

The EU emissary also mentioned the meeting he had with the leaders of the opposition parties in Kosovo, as well as with the representatives of the Serbian List. Regarding the visit to Serbia and the meeting with President Aleksandar Vucic, Lajcak writes that he had deep discussions with the Serbian leader as well. Lajcak has also indicated that he will now inform the EU and the Member States on the preliminary results of the talks and the next steps for the dialogue process between the parties.

After a few days on the road I'm back in sunny Brussels. This week, I visited Pristina and Belgrade together with US Deputy Assistant Secretary and Western Balkans Envoy Gabriel Escobar. We traveled to the region with the aim of addressing the tense situation in northern Kosovo that we have all witnessed over the past week and exploring the potential for a political solution.

In Kosovo, we met with the senior leadership including President Osmani, Prime Minister Kurti and First Deputy Prime Minister Bislimi. Our discussions were long. We conveyed our concerns about the situation in the north and emphasized the need for immediate de-escalation. We reiterated what the EU and the US have asked the Parties to do when they call for a political solution: immediate de-escalation, early elections with the participation of Kosovo Serbs and a return to the Dialogue for normalization.

We also contacted the leaders of the Kosovo Albanian opposition, explaining the consequences of the current crisis and the damage it is causing to Kosovo's international reputation. We asked them for their support for a political solution to diffuse tensions.

Since no solution can be reached without the involvement of the affected population, DAS Escobar and I met with representatives of Srpska Lista and civil society to hear from them and explain why it is important for Kosovo Serbs to participate in the elections.

From Pristina, we continued our mission to Belgrade. In Belgrade, we had equally long and also difficult discussions with President Vucic. We explained to him how he should contribute to a way out of the current crisis and addressed the complex situation of the Serbs in Kosovo. We especially emphasized that while all citizens have the right to protest peacefully, violence is never acceptable and there can be no impunity. DAS Escobar and I have hoped for more as a result of our mission, but unfortunately, despite some positive signals, tensions are still high.

So after a short stop at the Annual Meeting of the European Council on Foreign Relations in Stockholm, where I had the chance to talk to a number of people from Europe and the US, I'm now back in Brussels to brief the EU and Member States findings and next steps.

We continue our effort to enable and support a lasting political solution.

Në Kosovë, u takuam me zyrtarë të lartë, përfshirë presidenten Osmani, kryeministrin Kurti dhe zëvendëskryeministrin e parë Bislimi, me të cilët zhvilluam diskutime të gjata. Shprehëm shqetësimet tona për situatën në veri dhe theksuam nevojën për deeskalim të menjëhershëm, zgjedhje të parakohshme me pjesëmarrjen e serbëve të Kosovës dhe kthimin në normalizim të dialogut. Gjithashtu iu drejtuam përfaqësuesve të opozitës kosovare-shqiptare për t’iu shpjeguar pasojat e krizës aktuale dhe dëmet që ajo i shkaktoi reputacionit ndërkombëtar të Kosovës. Ne u kërkuam atyre të mbështesin një zgjidhje politike për të zbutur tensionet.

Meqenëse asnjë zgjidhje nuk mund të arrihet pa përfshirjen e popullatës së prekur, së bashku me DAS Escobar u takuam me përfaqësues të Listës Serbe dhe shoqërisë civile për t’i dëgjuar dhe shpjeguar pse është e rëndësishme që serbët e Kosovës të marrin pjesë në zgjedhjet e

Nga Prishtina vazhduam rrugëtimin për në Beograd, ku patëm diskutime po aq të gjata dhe aspak të lehta me presidentin Vuçiç. I shpjeguam se si duhet të kontribuojë në daljen nga kriza aktuale dhe adresuam situatën e vështirë të serbëve në Kosovë. Veçanërisht theksuam se edhe pse të gjithë qytetarët kanë të drejtë të protestojnë paqësisht, dhuna nuk është asnjëherë e pranueshme dhe nuk mund të ketë vend për pandëshkueshmëri.

We hoped our trip would bring more benefits, but despite some positive signs, tensions remain high.
So after a short stop at the annual meeting of the European Foreign Relations Council in Stockholm, where I had the opportunity to speak with many people from Europe and the US, I am now back in Brussels to update the EU on the findings and next steps . We continue our efforts to reach and support a lasting political solution.
