With the arrival of autumn, a new crisis has started between Kosovo and Serbia. Dozens of Serbian citizens have blocked the three border points Jarinje, Bërnjak, Merdarë in the north of Kosovo, as they had announced.
The news has been confirmed by the Ministry of Internal Affairs of Kosovo itself, which has announced that the three border points are blocked for citizens with documents of the Republic of Kosovo.
As announced, the roads will be blocked at the other two border points in Bërnjak - as well as near the crossing point between Kosovo and Montenegro, in Kula.
They have warned that the blockade will continue until the Kosovo police forces are withdrawn from the north of Kosovo and its control is taken over by KFOR.
Meanwhile, on the other hand, the Minister of the Interior, Xelal Sveçla, has stated that a group of masked extremists who, in the presence of the Serbian police, have stopped Kosovar travelers inside the Serbian territory, has forced Kosovo to completely close the border point in Bernjak.
" This is happening before the eyes of the police of Serbia, this fact makes them guilty as well. These fascist acts where Serbs are allowed regardless of the documentation they possess and Albanians are prevented regardless of the documentation they possess, are absolutely unacceptable to us.
Therefore, until the stabilization of normal traffic, unobstructed and safe for all travelers, the border point in Bërnjak is closed for traffic ", Sveçla wrote on Facebook.
The blocking of border crossing points on the Serbian side between Serbia and Kosovo was announced days ago by Serbian people, as a sign of protest against the recent developments in the north of Kosovo - a part inhabited by a majority of Serbs.
According to the Serbs, this movement came as a result of the actions of the Kosovo authorities. Last week, Prime Minister Albin Kurti's government closed five parallel Serbian institutions in four Serb-majority municipalities, which it said were operating in violation of the country's laws and constitution.
Earlier this year, the closure of these parallel institutions was preceded by the banning of the dinar and the closure of several branches of the Post of Serbia in the north.
But unlike the previous protests and blockades, this time the situation is calmer and with a lower participation. This is probably because the dialogue between Kosovo and Serbia is expected to start soon after a long pause.
This was also confirmed by the European Union envoy for Kosovo-Serbia talks, Miroslav Lajçak, who said on Friday that there is an agreement to organize a new round of negotiations to unblock the implementation of the agreement for the normalization of relations between the parties.
Despite his statement, Lajcak did not announce any date when the meeting can be held. Lajçak said that last year's agreement reached in Brussels and Ohrid is legally binding for both parties. He also stated that Serbia has started to take steps behind. According to him, Serbia has withdrawn a letter sent to the European Union in December 2023 in which it was stated that the agreement is acceptable only in a context that does not refer to the de facto and de jure recognition of Kosovo.
" The letter has been withdrawn. So, and there are statements here and there that are not useful, but the agreement as such is valid in its entirety and more than that, the agreement has also become part of Kosovo's path towards the European Union and Serbia's path towards the Union European" , said Mr. Lajçak.
However, despite the efforts of internationals and Kosovo's strategic tools such as the USA, Kurti's government seems too stoic to make concessions regarding the authority of Kosovar institutions in the territory of the Republic of Kosovo.
