FIFA is considering a major regulatory change that would force clubs to field at least one player under the age of 21 in their starting lineup. According to international media, the initiative is in an advanced stage of discussion and could be implemented starting in 2027.

Sources close to FIFA say that the draft has been drawn up by several committees and has received initial approval from the organization's Council. Recent discussions between the presidents of the six confederations have been reported as positive, which increases the likelihood of the final approval of this rule.

This proposal is not considered merely theoretical, but part of a detailed plan that aims to change the way young players are activated at the highest levels of football.

FIFA's main objective is to promote the development and integration of young talent into professional teams. A significant part of the upcoming discussions is expected to focus on the precise definition of a "home-grown player", as there are currently significant differences between confederations.

Establishing a unified standard aims to create a more level playing field and encourage the regular use of young players in official matches.

In the Premier League, current rules limit the number of "non-homegrown" players to 17 out of a 25-man squad, reserving eight places for academy-aged players. However, these rules do not include a requirement for them to be on the pitch, nor do they apply to players under 21.

During the current season, clubs such as Newcastle, Manchester City and Manchester United have recorded the most minutes with English Under-21 players. Notably, the Red Devils hold a historic record, including at least one academy player in their squad for 88 consecutive years. In contrast, teams such as Leeds and Burnley have not activated any players of this age during the 2025-2026 season.

The introduction of a mandatory quota for U-21 players is expected to significantly impact clubs' transfer strategies. Academy-trained players are considered a source of pure profit in the event of a sale, helping clubs comply with financial rules such as Profitability and Sustainability (PSR).
