Der Firma „Eldino“ Sh.pk, die mit 100.000 Lek registriert ist und Verluste schreibt, hat Edi Rama die Genehmigung für sechs 16-stöckige Türme in Potam und Himara sowie fünf weitere Türme am Stausee in Partnerschaft mit dem Chef von „Delvina Gas“ erteilt. Hinter dem Unternehmen stehen die 23-jährige Gabriela Dino aus Ballshi (Ökonomin mit einem Gehalt von 60.000 Lek) und ihr Vater Abaz Dino, der wegen Urkundenfälschung und Geldwäsche in der Akte der pakistanischen Finanzbehörde SPAK geführt wird. Wer finanziert diese Milliarden?
Neben den Genehmigungen, die Premierminister Edi Rama weiterhin für Mobilfunkmasten in geschützten Gebieten der Südküste an kapitallose Unternehmen erteilt, sollte die SPAK nun die Verantwortlichen und die Finanzierungsquellen dieser Masten untersuchen.
Ein typisches Beispiel sind die Genehmigungen, die Edi Rama als Vorsitzender des Nationalen Territorialrats der Firma „Eldino“ für 6 Türme mit 16 oberirdischen und 4 unterirdischen Stockwerken in Potam, Himara, erteilte.
Die Firma "Eldino" Sh.pk wurde am 1. November 2013 mit einem Kapital von 100.000 Lek von dem "problematischen" Geschäftsmann Ervin Fatmir Luari gegründet, allerdings ohne definierten Geschäftszweck.
Nachdem Ervin Luari für 2013 einen Verlust von 7960 Lek und für 2014 einen Gewinn von 10,4 Millionen Lek ausgewiesen hatte, verkaufte er das Unternehmen am 6. Mai 2015 für 100.000 Lek an die 23-jährige Gabriela Abaz Dino aus Ballshi, während er selbst als Geschäftsführer mit einem Gehalt von 60.000 Lek im Amt blieb.
Zwei Monate nachdem Gabriela Dino Eigentümerin geworden war, erhielt die Firma "Eldino" Sh.pk Baugenehmigungen für Investitionen in öffentliche Einrichtungen, während sie seit 2020 monatlich 7 Millionen alte Lek von der Stadtverwaltung Tirana für die Vermietung von Einrichtungen erhält.
Gabriela Dino, die als „Ökonomin“ mit einem Gehalt von 60.000 Lek auftritt, hat nun die Genehmigung erhalten und baut in Potam, Himara, 6 Türme mit 16 oberirdischen und 4 unterirdischen Stockwerken.
Abgesehen von der Bauherrin Gabriela Dino, den Steuerexperten von Tirana und denjenigen, die diese 6 Türme tatsächlich finanzieren, weiß niemand, wie hoch die Baukosten waren und woher die Finanzierung stammt, während die SPAK keine Ermittlungen einleitet, obwohl die Firma "Eldino" Sh.pk eine Verlustbilanz ausweist.

At the beginning of July 2023, Gabriela Dino's "Eldino" Sh.pk company with a capital of 100 thousand lek and a loss-making balance sheet entered the tower construction business, with permission for a complex with 5 towers 17 floors above ground called the "Tirana Lake" complex at the Tirana Lake Dam.
In the construction of the towers with an area of 32 thousand 450 m² of public land, the former parking lot of the Municipality of Tirana, Gabriela Dino was in partnership with the company "Building Construction" owned by citizen Ilir Merja, administrator and partner with 90% of the shares in the company "Delvina Gas Trading".
Even for these towers, apart from the two construction partners Gabriela Dino and Ilir Merja and the tax specialists of Tirana and those who actually financed them, no one knows how many millions of Euros they cost and where they found the money, while SPAK is silent.
The introduction of Gabriela Dino's father into the game
On December 17, 2018, Gabriela Dino's father, citizen Abaz Nezir Dino (at that time 51 years old), father and daughter with strong ties to Ilir Meta and LSI financing, founded the company "Dino Partners" Sh.pk with capital of 40 thousand lek, again with an unspecified object of activity.
After the capital worth 40 thousand lek, Abaz Dino also declared a capital in kind worth 1 billion and 334 thousand old lek, specifically a 766 m² commercial unit in the Tirana headquarters, without declaring the source and origin of this wealth.
On January 12, 2019, just about 1 month after the company was founded, he alienated the 1 billion and 334 thousand old lek assets, without declaring the final destination of this financial value.
Nine days after the alienation of the assets and 35 days after the creation of the company "Dino Partners" Sh.pk, specifically on January 21, 2019, Abaz Dino sold the shares to his daughter Gabriela Dino for 40 thousand lek, with notarial contract No. 178.
According to the SPAK file, Abaz Dino is the person who made the false documents, as if in August 2022 he had sold the former head of Operations, Oltion Bistri, an apartment for 130 thousand Euros on "Rruga e Kosovareve", declaring himself a construction businessman, when he did not have such a business.
