Die Blockade der Achse Librazhd-Elbasan hat die gravierenden Probleme deutlich gemacht, die nach den Eingriffen im Korridor VIII entstanden sind. Die von den Brüdern Kola und Sako geführten Unternehmen ANK und 2T profitierten von Millionen Euro aus öffentlichen Ausschreibungen für diesen Abschnitt, während die Straße heute unter Einstürzen, Rissen und Verkehrschaos leidet und den Südosten des Landes isoliert.
Der Südosten des Landes ist heute völlig von der Außenwelt abgeschnitten. Die Achse, die Librazhd mit Prrenjas verbindet, ist aufgrund von Erdrutschen blockiert, und infolgedessen ist auch die Hauptstraße, die Tirana und Elbasan mit Korça oder Pogradec verbindet, unpassierbar.
Die Polizei hat die Achse Maliq-Gramsh-Tirana als Ausweichroute vorgeschlagen, aber auch diese Achse ist mit vielen Problemen behaftet und aufgrund mehrerer Lastwagen blockiert, was dazu führt, dass viele Familien 7-8 Stunden im Stau stehen und eine chaotische Situation entsteht.
Aber warum ist dieses Chaos entstanden? Sollte irgendjemand dafür verantwortlich gemacht werden?
Die Straße Librazhd-Prrenjas wurde vor etwa 25 Jahren saniert, und seither gab es keinerlei Probleme, weder an den Stützmauern noch an den Brücken. Doch nach Beginn der Arbeiten am Korridor VIII traten auf dieser Achse zahlreiche Probleme auf. Zunächst kam es zu Erdrutschen, mittlerweile ist die Straße selbst eingestürzt, und auch eine Brücke ist gerissen und einsturzgefährdet, was eine echte Katastrophe auslösen könnte.
Betrachtet man die Bilder, so sieht man, dass in dem Gebiet mit Erdrutschen und Straßenschäden die neue Route des Korridors VIII gebaut wird – eine Route, die genau über den Problembereich führt. Etwas weiter flussabwärts wurde das Flussufer befestigt. Von Elbasan bis dorthin wurde der Shkumbin-Fluss stark beeinträchtigt, sein Flussbett massiv zerstört, und nun scheinen alle die Folgen zu spüren.
Für diese Situation gibt es zweifellos zwei Verantwortliche: „ANK“ und „2T“.
Die Firma „2T“ war für die Instandhaltung der Achse Librazhd-Hotolisht zuständig. Nach einem Erdrutsch vor einem Monat übernahm jedoch die Firma „ANK“ die Leitung der Arbeiten. Diese Firma baut auch den vierten Abschnitt des Korridors VIII, also jenen Teil, in dem es zum Einsturz kam. Und genau diese Firma trägt die Verantwortung für das heutige Chaos.
ANK is run by the brothers Ndue and Agim Kola and this company is known for such cases. A few months ago, the Korça-Ersekë axis, built by the same company, also collapsed. Ndue Kola was a member of parliament for the Socialist Party and the company has received many tenders from Edi Rama, not to mention that it is among the companies close to the government. For the Librazhd-Elbasan axis, the Kola brothers shared 50 million euros with the Sako brothers of "2T".
The company "ANK" has been announced the winner of the procedure "Widening the Elbasan-Qafë-Thane road (Phase IV)", with a limit fund of the same value, 23.6 million euros.
The company "2T" shpk, with main shareholder Artan Sako, brother of the mayor of Tepelena, Gramoz Sako, has been declared the winner in the tender conducted by the Albanian Road Authority, "Widening of the Elbasan-Qafë-Thane road (Phase III)", with a limit fund of 23.6 million euros.
Six companies participated in both tenders, half of which were disqualified.
In the first procedure, the company "2T" shpk was declared the winner with a bid of 21.4 billion old lek, while the company "ANK" was declared the loser, after submitting a bid of 22.8 billion old lek.
In the second procedure, the Kola family company submitted the lowest bid, at approximately 21 billion old lek. While the “2T” company resulted in the loss, after submitting a higher bid, at 22.8 billion old lek, exactly the same amount as the losing bid of the “ANK” company in the first tender. So, it seems that there was coordination between them.
The company “2T” shpk, with Artan Sako as its legal owner, was a few days ago the subject of surprise inspections by the BKH, as part of an investigation into corruption affairs with public works, mainly roads. In 2013, when the Socialist Party came to power, 2T was a modest and almost unknown company. During the socialist government, due to the political connections and public functions of Artan Sako’s brother, Gramoz Sako, the company not only increased its annual turnover tenfold, but also became one of the main beneficiaries of public money.
So one was a Puka MP, simply as Edi Rama's shopkeeper, without any contribution to the SP. The other is the Mayor of Tepelena, former Director of the Guard, also this close person to Edi Rama with zero contributions as a socialist.
The two companies seem to have shown no responsibility whatsoever, destroying the part by the river, but also making interventions on the slope without taking prior measures, and, consequently, the situation is what is being commented on today.
Die beschädigte Brücke steht seit Jahrzehnten und ist unbeschädigt. Inzwischen haben sich sowohl das Gelände als auch der Berghang bewegt, sobald die Bauarbeiten in der Nähe begonnen haben. Doch die Unternehmen drücken sich vor der Verantwortung und die Albaner tragen die Folgen nicht. Ganz zu schweigen von den wirtschaftlichen Kosten, da diese Achse die einzige Verbindung zu den Zollstationen Qafë Thana und Kapshtica ist, während kein LKW mehr fahren kann. / Broschüre
