
From ministries to municipalities, directorate offices and independent authorities... around 980 public buildings are expected to be renovated by 2027. The Ministry of Infrastructure and Energy has put the National Building Renovation Plan for Public Consultation, which foresees deep interventions in the existing stock of public buildings, with a total investment of over 113 million euros.
"In public offices, the demands for better working conditions have increased significantly — more lighting, more heating and air conditioning. This means even more energy consumption. Precisely for this reason, the interventions foreseen by the National Renovation Plan are essential. We aim for every public building to be more comfortable, but also much more efficient in energy use. This is not only a saving for the budget, but also a step towards the greening objectives and energy transition that the country has undertaken ," said Gjergji Simaku, an energy market expert.
The stock of public buildings consumes over 37 percent of the country's total energy, being among the sectors with the highest energy consumption in the country. Interventions in buildings in Albania, in function of energy efficiency, would have a cost of 25.22 billion euros by 2050, and the savings that would be achieved from this could cover these measures within a decade.
"The analysis of 15 reference buildings for the residential, public and private sectors shows that the overall energy saving potential in the building sector in Albania is 40-55% for deep renovation and 70-95% for ZEB renovation, against the energy demand according to the baseline scenario. The monetary value of these energy savings," said Simaku, according to A2 CNN.
The plan sets out a national renovation trajectory with targets for 2030, 2040 and 2050, as well as minimum energy performance standards for new and existing buildings.
"For the period 2025–2027, around 980 municipal and central public buildings are expected to be renovated, with a total investment of over 113 million euros. However, the plan takes into account the year 2025, but the fact that it has not yet been approved means that there will be a postponement ," said Simaku.
The National Building Renovation Plan aims to mobilize public and private investment in the field of energy and construction, creating a new market for green technologies and employment in the construction and clean energy sector./ A2CNN
