Tirana has a large stock of empty apartments, the number of which reaches up to 40 thousand. Some of them belong to the owners who registered them as second and third properties and do not use them. But would a fiscal policy, related to the tax increase of those environments, set them in motion?
Teacher Merita Toska said: "I don't think that this is the factor that would sell the houses. First, landlords will pass the cost on to the consumer, which means we will see an artificial increase in sales and rents. Second, I think that more than we tax the second, third house, we start to collect it uniformly, where there is an end to this part when the same category of people pays, and of course property rights are regulated. At the moment when you have an entire building that is not registered in the ZRPP, how can we go to pay the tax. So, on the one hand, the state does not fulfill its obligations to compel the builders to register the property, and on the other hand, it seeks to collect the tax. On the other hand, I hope that the expropriation of properties will be done at the same prices".
So the economy expert, Bardhi Sejdarasi, said: "The construction sector is a sector where informal money has entered, which has distorted this status. As I said, those who have earned money from illegal activities, do not feel it. It is a money laundering cost that is added to the cost of maintaining the apartments. Some of them can sell them, but it won't bring any change, because it doesn't seem to me that it will bring change, because it is not a natural development of the economy, demand-supply, as it appears... as a request to buy at a price up to 2500-4000 euros m2, it can hardly be, when we know the salary level, that citizens can afford these prices".
" Tax increases do not concern me here. Only 30% of the potential is collected and citizens, when they do not pay above this level, why would they be more willing to pay a higher level of tax. There is no mechanism that solves the sale of unused objects, since the amount of this tax does not pose any major problem. At the end of the day, the one who keeps objects of considerable value has no problem paying even for the apartment that he has not rented out, since the amount of this tax for this category does not constitute a big problem
The discussion about properties in Albania has only produced chaos. Chaos that has arisen from poorly constructed laws, fratricide, illegal constructions, corruption, collusion, occupation, expectations for return and compensation, false documents and many others like these. The new law of 2026, of course, does not solve any of them, but the creation of a special unit, which will migrate all the data that the current cadastre has, and especially the data collected by CENSI, will create for first time a housing register. From the moment of data migration, there will be a complete inventory and on this basis the new level of taxation that the law has and the decision of the Council of Ministers does not have, will be set," stated Agron Haxhimali, from the Institute for Municipalities of Albania.
