Brussels has increased pressure on the Special Prosecution Office regarding the abuse of EU funds. IPARD funds have been blocked for two years, as Brussels demands that Albanian authorities punish those who stole millions that should have gone to agriculture.
The European Anti-Fraud Office (OLAF), after an audit conducted at AZHBR, discovered that millions of euros had been stolen during the time it was headed by Frida Krifca. The file has been sent to SPAK, but there has been no development on the investigations.
Apparently, this has worried the heads of OLAF, who have sought clarifications from the head of SPAK. The head of OLAF, Salla Saastamoinen, has been in Tirana these days and had a meeting with Altin Dumani. Undoubtedly, fraud with EU funds was also discussed in this conversation.
" Acting Director General, Salla Saastamoinen, met today with the Head of SPAK, Altin Duman. Cooperation between SPAK and OLAF is increasing, with OLAF providing expertise to support SPAK in investigating complex fraud cases (EU funds). SPAK's work is essential to foster confidence in Albania's ability to investigate and prosecute corruption ," OLAF announced.

Also today, Saastamoinen, in an interview with "Monitor", said that " 33 million euros of funds have been identified as potentially used inappropriately " and that " as a result, the European Commission decided to freeze IPARD funds for Albania, with a total of 112 million euros, until the necessary measures are taken ."
“ We, as the European Anti-Fraud Office, follow European Union money wherever it goes, even outside the territory of the Union, in candidate countries like Albania ,” said Saastamoinen.
According to her, the investigation aimed to identify whether there was misuse of IPARD funds, which aim to support rural development and modernize Albanian agriculture. “ We investigated and found evidence that there were irregularities ,” she stressed.
