The entry of unauthorized persons into prisons cannot be achieved without the failure of control mechanisms or without the tolerance of those responsible for the administration of these institutions. However, to date it has not been publicly announced whether the Ministry of Justice has undertaken changes to the procedures for verifying visitors, strengthened controls in prisons or taken disciplinary measures against officials who may have allowed these violations.

The scandal of girls entering Albanian prisons for special meetings with convicts continues to raise strong questions about the security of prison institutions. Although criminal investigations have been opened in some cases and materials have been referred to the prosecutor's office, there is still no clear balance from the Ministry of Justice on the measures that have been taken to prevent the recurrence of this phenomenon.

According to information made public, the phenomenon took on greater proportions during the period before and after the parliamentary elections of May 11, 2025, when Albanian showbiz girls, but also foreign citizens, are suspected of having been able to enter prisons for special meetings with high-risk convicts, bypassing security procedures.

Criminal proceedings have been registered for these cases in the prosecutor's offices of Durrës, Fier, Korça, Elbasan, Shkodra and Tirana. The investigations have been launched following suspicions that unauthorized entry was allowed into several institutions, while the prosecution authorities are verifying the responsibilities of the persons who administered these procedures.

From the data made public, it results that a total of 17 prison entry-exit procedures have been taken under investigation. To clarify the circumstances, prison lawyers, prison police leaders and other employees have been questioned, who have provided explanations on how various people have managed to enter the prison premises.

The suspicions are that, in many cases, the entries were justified through documentation presented as regular. Notarial declarations of cohabitation with the convicts, authorizations as lawyers chosen by them, but also documents that identified the visitors as psychologists, sociologists or with other functions, were used, bypassing the control filters.

The General Directorate of Prisons itself has referred materials to the relevant prosecutors' offices, after ascertaining several suspected cases, while investigations continue to determine whether there were violations of procedures, falsification of documents or involvement of employees of the penitentiary system.

The debate has also been reopened after recent denunciations of a case of a girl entering Peqin Prison for a special meeting with a convict, an issue that has increased suspicions that the phenomenon may not have been isolated.

Meanwhile, security experts have emphasized that the entry of unauthorized persons into prisons cannot be achieved without the failure of control mechanisms or without the tolerance of those responsible for the administration of these institutions.

However, to date, it has not been publicly announced whether the Ministry of Justice has undertaken changes to visitor verification procedures, strengthened controls in prisons, or taken disciplinary measures against officials who may have allowed these violations.

While investigations continue in several prosecutors' offices across the country, the question that interests public opinion still remains unanswered; what has been done specifically by the Ministry of Justice to close this scheme and do illegal entries for special meetings in Albanian prisons still continue?
