Confidential sources from the BKH indicate that the investigations into the "microcredit" affair are "in full swing". In recent days, the suspected heads of the microcredit gang have secretly entered SPAK, while last week, Dhori Kule, former rector of the University of Tirana, was seen entering and exiting the doors of SPAK. Kule stated in front of the cameras that "he was asked about a small matter regarding microcredit, since he was a member of the Supervisory Council of the Bank of Albania". In fact, the matter Dhori Kule was asked about is not small, but the largest that SPAK has been investigating in recent years. It is the "microcredit" affair where around 100 thousand Albanians became financial victims.
The investigation into the Bank of Albania dome is being pursued by prosecutor Dorina Bejko, together with a group of BKH investigators. Very confidential sources indicate that the investigation of the 'big fish' by SPAK after a year is nearing completion and is expected to be sent to the GJKKO within July. We recall that the investigation was launched in 2022 by the Tirana Prosecutor's Office, following a report made by the Chamber of Private Bailiffs.
Prosecutor Ornela Rrumbullaku, dismissed from Vetting, together with investigator Erjona Daupaj, who is on the run for the "Toyota Yaris" case, after the "investigations" dismissed the Governor's case, but the Tirana Court, with judge Migena Laska, sent the case for jurisdiction to the GJKKO. The latter overturned the decision to dismiss the two women excluded from the justice system and assigned SPAK to begin conducting investigations, which apparently found the "culprit" after a year.
In addition to this issue, another investigation is being conducted by SPAK into the "microcredit" affair. Altin Dumani appointed his rival for the position of director, Edvin Kondili, to follow up on the investigation. The complaint of Justice Minister Ulsi Manja in May 2024, against Olsi Ibro's "MCA" and Arben Meskuti's "Final", was accompanied by the denunciation of a dozen bailiffs, lawyers, experts and notaries, who had been previously reported by his predecessor, in 2020.
The Tirana Prosecutor's Office rushed after four years to make several arrests and forward the case to SPAK within the framework of a Structured Criminal Group that had defrauded thousands of citizens. The Bank of Albania, as soon as the prosecution acted, rushed to revoke the licenses of the two main companies in the gigantic affair, MCA and Final. On July 20, 2024, the owner of MCA, Olsi Ibro, was declared by the police to have jumped from a building under construction, committing suicide.
The event was shrouded in mystery for months to come, while MCA and Final were seized and left for management by the State Agency for the Administration of Seized Assets. Tirana prosecutors in November 2024 sent the hot potato of microcredits to SPAK for jurisdiction, after four years of investigations without a final result.
The Tirana Prosecution transferred a third case to SPAK in 2024. The investigation launched into a loan fraud case led prosecutor Leonard Filopati to the top of the Bank of Albania. Filopati reportedly discovered connections between key BoA directors, including Deniz Deralla, and the microcredit sale-purchase scheme. He then forwarded them all to Altin Dumani's office. It is not clear whether the investigation into this third case surrounding the microcredit affair is being conducted by the head of SPAK himself, or whether it has been merged with other cases.
The microcredit affair has caused several deaths and thousands of financial victims. Apparently, the investigations have found the end and the perpetrators are alive, to mark them with the stamp "guilty".
