The construction company 2T shpk, owned by Artan Sako on paper, was a few days ago the subject of surprise inspections by the BKH, as part of an investigation into corruption affairs with public works, mainly roads.
In 2013, when the Socialist Party came to power, 2T was a modest and almost unknown company. During the socialist regime, due to the political connections and public functions of Artan Sako's brother, Gramos Sako, the company not only increased its annual turnover tenfold, but also became one of the main beneficiaries of public funds.
Gramos Sako, who is believed to be the real owner of 2T shpk, spent 11 years at the head of the Republic Guard, and in November 2025 he was elected mayor of Berat.
Over the last five years alone, the 2T company has alone benefited from over 110 million euros of public money, through clientelistic tenders, with false documents, strong suspicions of corruption, and by deceiving in the implementation of contracts.
Part of the public money received from Artan Sako's 2T shpk company ends up in the pockets of Mayor Gramos Sako through fictitious contracts, dubious transactions and arbitrary salaries for his relatives. In his asset declaration to the HIDAKPKI, Gramos Sako, in one case, stated that his wife had taken a loan worth 63 thousand euros from his brother, Artan Sako, to invest in her dental clinic.
This is the clinic, which the Police Vetting Commission considered problematic in terms of money movements, during the verification of Gramos Sakos, when the latter was at the head of the Republic Guard. In addition to the suspected fictitious loans, the daughter of the Berat chief of police, Gramos Sakos, turns out to be employed by the company 2T shpk, declaring an annual salary of around 18 thousand euros.
Are 63 thousand euros and a salary of 18 thousand euros per year the only amounts that Gramos Sako has received from his brother Artan Sako, who has received tens of millions of euros of public money?!
Following the money trail, SPAK and BKH should focus on the company AS MEDICAL CARE SHPK, owned by Artan Sako's wife and daughter. The company, founded in 2020, has generated hundreds of thousands of revenues. There are strong suspicions that part of the money that 2T received from the state budget through corrupt tenders has ended up and circulated with the company AS MEDICAL CARE SHPK.
There are suspicions that two other nephews of Artan Sako's family, as individuals, have been involved in transactions with the abusive tender company 2T shpk. The evidence speaks of a scheme of influence and illegal gain, using political connections and public office by Artan Sako.
Meanwhile, in May 2024, Artan Sako's company 2T was excluded for 6 months from participating in public tenders after being caught with false documents. According to the decision, the APP has confirmed that the construction company 2T submitted false data, based on which it was declared the winner in the tenders for the construction of the new building of the "Aleksandër Mosiu" University in Durrës, for the reconstruction of the Hipoteka building in Tirana and for the rehabilitation of the Pacomi reservoir dam in Përmet. / Parapaskena
