The material base of the Vlora Cadastre was officially moved this Thursday to Tirana, ending the functional existence of this institution in the coastal city.
At around 2:00 PM, the loading of a truck with official documentation and files began, under the supervision of police forces, marking a concrete step in the implementation of the decision signed by the Director General of the Cadastre, Lorena Goxhobelli, on January 23, 2026.
The footage shows large cardboard boxes filled with documents, placed on a truck and with a police presence. According to the decision, this relocation will be finalized on February 1, the date when Vlora will no longer have a functional cadastral office.
The Vlora Cadastre, known for chronic problems in legalizations, property registrations and construction scandals, has been one of the most publicly attacked institutions for abuses, delays and lack of transparency. Many leaders have been changed within a few years, while citizens have constantly faced blockages and internal corruption.
The process of relocating staff to Tirana began last year. Currently, only 55 employees remain in the Vlora offices, who must now be permanently transferred to the General Directorate in Tirana. With this step, one of Vlora's most problematic institutions disappears from the local map, while it remains to be seen whether centralization will bring solutions or simply shift the problems to the center.
