
The Special Court of Appeal upheld the decision of the First Instance Court that declared Devoll Mayor Eduard Duro innocent. SPAK had requested that the socialist mayor be sentenced to 1 year in prison for abuse of office, to be converted into 3 years of probation, as well as the additional sentence of not exercising public functions for 5 years.
Prosecutor Dritan Prençi requested the same sentence for 4 other officials, namely the former Commanding Administrator of Bilisht, Vojsava Bregu, 2 officials of the Revenue and Licensing Sector in the Devoll Municipality, Gazmend Haxhija and Gazmend Malo, and the general secretary Astrit Seferkolli.
But the GJKKO decided to overturn SPAK while the latter appealed the decision to the Appeals Court. Duro had been officially named a defendant by the Special Prosecution Office, and was accused of licensing a business, a gas station in Bilisht, which was an illegal construction.
SPAK brought the case to trial on December 7, 2024, accusing Eduard Duro, in his capacity as Mayor of Devoll Municipality, in collaboration with Astrit Seferkolli (Secretary General of Devoll Municipality), Gazmend Haxhije and Gazmend Malo (officials of the Revenue and Licensing Sector) of licensing the gas station in violation of the law even though it did not meet the criteria. For this facility, the National Inspectorate of Territorial Protection had decided to demolish it in 2019, due to non-compliance with the legal criteria.
