SPAK has discovered that the head of ARRSH, Evis Berberi, had made 18 withdrawals from the company's account, which he declared to be sold. In total, there are 160,000 euros received by him while he was appointed as the holder, which has made the prosecutors suspect that he continued to control the entity.

In the investigations for the head of the ARRSH, Ervis Berberi, the prosecution finds that despite the sale of the company, "Daam shpk" continued to withdraw money from the object's account.

In some documents of the file, it is noted that during the period that he was the General Director of the Energy Efficiency Agency from December 21, 2018 to December 10, 2022, he made 13 bank withdrawals. The first value is on December 21, 2018. 4,500,000 ALL were taken in the document bearing the signature of Berber.

After 5 days, a cash withdrawal was made again in a second level bank. This time, 800,000 lek were taken from the account of DAAM Shpk.

In total, actions amounting to around 95,000 euros and 700,000 new lek are found. Through these actions, SPAK raised suspicions that Berber continued to have control over the subject "Daam shpk" even though he had sold the company by contract.

Meanwhile, it turned out that during the period when he was the director of ARRSH and of energy efficiency, he gave 6 tenders to the net group company, whose owner was also the founder of "Daam" and who repurchased the entity a few years later.

Further, the indictment found that amounts of money were transferred from the group to "Daam.shpk" amounting to about 220 million ALL, which SPAK suspects that Berberi had used to buy real estate on behalf of the entity.
