Even SPAK does not stop the greed of the mayor of Tropoja, Rexë Byberi. Although he is under "house arrest", he is using the deputy mayor of the municipality as a proxy to give tenders to his family members and clients.
According to the information received in the editorial office of "Pamflet", the vice president Zyra Islamaj, who was commanded in this task by Rexhë Byberi on the date he was arrested, receives orders from the president in custody, meeting with him every day in violation of the law. It is ordered for tenders and transitions to treasury or dismissals of employees and their transfers.
One of the suspicious tenders is the one with object: Rehabilitation of the Degë catchment, NJA Fjerze, REF-15140-08-01-2024, limit fund value, 5,882,160 ALL without VAT. 7 operators participated in this tender, six of them were disqualified and the tender was won by the company KACDEDJA shpk with NIPT K51712017A even though 4 operators had the lowest offers and met the conditions.
The announcement of the winner was announced by the vice-mayor in violation of the law, since she also has the duty of procurement manager at this municipality. This is according to the Standard Documents of the tender, page 2 thereof, which expressly states: "1.4 Name and address of the contact person: Person(s) responsible for the procurement: Islamaj Office; Phone/fax +355 213/22-373; E-mail [email protected]".
So the lady in question is both responsible for procurement and the head of the institution, which is prohibited by the law on public procurement.
Likewise, the Municipality of Tropoja has made the announcement of public procurement procedures by dividing public funds, when they should have been done in one because they are located in a village, but they were divided by the deputy mayor of the Municipality by order of the mayor under arrest.
We are talking about the tenders: Rehabilitation of the Visoce watershed, B. Tropojë REF-21591-09-25-2024, value 1,570,984.54 ALL, tender dates 08.10.2024; Rehabilitation of the Radogosh reservoir REF-21812-09-26-2024, value in ALL 3,433,064, tender date 9.10.2024.
These two objects are located in the same village, the village of Berishë in two neighboring neighborhoods in the Bytyç Administrative Unit. But the procedures are divided because the tenders are ordered to be given to people close to the chairman Rexhe Byberi.
