Lawyer Eugen Beci has stated that the special SPAK structure remains isolated and without real effect if it is not supported by the police, administration and institutions that produce corruption every day.
He added that SPAK cannot produce a new era in the fight against corruption if the system surrounding it continues to function on impunity and institutional deformation.
He says that, in the current conditions, the institution functions as an "island" that shows that something can be fixed, but does not change the system. According to him, the problem does not lie in the lack of capacity within SPAK, but in the failure of other state structures.
"From a theoretical point of view, no matter how specialized a structure is and how many people it has, if it is not supported by a system that essentially fights corruption through an architecture of corruption, and not morality and demagogic conscience, SPAK cannot change and create a new era in the fight against corruption. SPAK at the moment we are talking about is an island that shows that something can be fixed. Here we have the problem of all other structures. The executive power, the legislative power, the elements that shape the state, are elements that give way to their system and structure. SPAK cannot, in the pyramid of the fight against corruption that is the level of high officials, fight the corruption of low-ranking officials and undo that policy educated from 35 years ago, that impunity, prolonged processes, selection in sentences, are immediately repeated. For this reason, SPAK, if it does not have the support of the Police "...of the State, of the anti-corruption structures in every ministry, of the anti-corruption structures in taxes and customs, cannot have any results. SPAK cannot solve the entire system," Beci said on the show "The Unexposed".
