The government has taken another concrete step towards reopening online sports betting, by approving the second bylaw that paves the way for procedures for granting licenses in this sector.

The adopted decision sets out in detail the evaluation criteria, competition procedures and scoring methodology for entities that will apply for a license. This development comes after the entry into force of the law on allowing online betting on 1 April 2024, while the by-laws are being issued late compared to the anticipated deadlines.

According to the document, applicants will be evaluated on several main criteria, with the economic offer and experience in the field of gambling taking the greatest weight, each with 30 points. The evaluation also includes the business plan, organizational capacities and technological solutions guaranteed by the entity.

In total, the maximum score is 100 points and the winner is declared the subject that receives the highest score, while in the event of a tie, a draw is envisaged as a dividing mechanism.

The procedure will be conducted in a single phase, where applicants must submit all documentation and pay an application fee of 500 thousand lek. The deadline for submitting applications is 45 days from the announcement of the call.

The decision also provides that no more than 10 licenses for online sports betting will be granted at the national level, limiting market entry and making competition stronger among operators.

The process will be administered by the Gaming Supervisory Authority and the Licensing Commission, who will follow the entire procedure from the opening of the competition to the announcement of the winners.

Participating entities have the right to appeal within 10 days of the announcement of the winner, initially to the Minister of Finance and then to the court.

This development marks another phase in the return of betting in Albania, a sector that was banned for several years and is now being restored through the online model, under the control of a new legal and regulatory framework.
