Klodjan Braho, head of SPAK, has begun reporting to the High Prosecutorial Council, KLP, for the year 2025 of the Special Prosecution Office.
At the hearing, Braho is accompanied by Vladimir Mara (head of the section against organized crime and terrorism), Dorina Bejko (head of the section against corruption) and the head of the National Bureau of Investigation, Joni Keta.
"Compared to 2024, this ratio has almost doubled," he emphasized, referring to the volume of cases and the effectiveness of the investigation.
During 2025, a total of 871 criminal proceedings were investigated, of which 294 are new proceedings, registered within 12 months and 39 of which have been merged, while 577 are carried over from 2024. Compared to 2024, this represents a 4.9% increase in the volume of criminal investigations (from 793 to 832). SPAK has closed investigations in 216 cases, the same level as the previous year, Braho said.
The head of SPAK said that corruption is the most worrying issue because it involves officials in several fields.
"Corruption remains a concern and involves officials in several areas. From 186 to 220 corruption cases. Out of 30 officials and former officials, half have been sent to court and 10 have been sentenced with a final decision. Regarding the financial investigation, 12 investigators are working and 4 more are expected. It is in the Vetting phase. There has been more effectiveness in this sector. People have been investigated and complex money laundering schemes have been discovered. We have started pursuing money in parallel with criminal prosecution and have blocked over 24 million euros, including 12.4 million euros of cryptocurrency. National cooperation, SPAK is cooperating with all international partners. 18% new corruption cases. 6 new proceedings for senior officials", he said.
In the fragment addressing the issues, SPAK states that it would consider particularly concerning those initiatives or measures of a legal and institutional nature that would aim to limit procedural means and its independence.
Regarding the fight against organized crime, SPAK says that in 2025 there was a decrease in registered cases for this criminal offense. In 2024, 101 cases were registered compared to 74 cases registered last year. In the fight against organized crime, although the number of registered cases and investigations is lower compared to 2024, completed cases and investigations have marked an increase of about 3.4% (from 58 in 2024, to 60 in 2025). Crimes within the framework of the "structured criminal group" have the highest risk of being committed with 54%. The lowest risk are the crimes of "human trafficking" (1.4%), "computer fraud" (4.5%) and "Terrorism" (12%).
The Special Anti-Corruption Structure emphasizes that in 2025 there was a 70% increase in registered cases referred by the State Police, up from 30% compared to the previous year.
He also added that "prison arrest" security measures have decreased compared to 2024. He underlined that appeals to the Special Anti-Corruption Court have decreased significantly.
Braho said that 100 thousand euros worth of assets belonging to senior officials under investigation have been confiscated.
Braho was elected head of SPAK on December 11 of the year we left behind, replacing Altin Duman in this position.
