
A concessionary contract for fuel branding, which has cost Albanians over 30 million euros to date, was sold to an honorary consul of the government "Rama" a year ago and won an additional contract one year by decision of the government.
Albanians will have to pay another few million euros for the controversial fuel labeling concession, a contract signed by the right-wing government of former prime minister Sali Berisha in 2012, criticized by the then-opposition Socialist Party. and that was supposed to end this year.
According to a decision of the Council of Ministers that was recently published in the official journal, the duration of the concession is increased from ten to eleven years. Prime Minister Edi Rama's government has not given public explanations on what grounds it has decided to extend the concession contract. As a rule, such concessions had to be transferred under ownership to the Albanian state at the end of the term.
According to the Ministry of Finance, the object of the concession contract/PPP is the performance by the concessionaire of the fuel marking and monitoring service in order to avoid fiscal evasion.
This service must be performed on marking and monitoring products, which according to the contract, are white products (diesel and benzene), black products (solar and fuel oil), crude oil, fuels and intermediate products.
The crude oil marking process has not been implemented as it has been opposed by the country's crude oil extraction companies, who claim that their oil does not meet the required viscosity conditions to enable marking.
The Ministry of Finance states in the annual report on PPPs for 2021, that the investment value of the concession of ALL 444.9 million has not been fully realized, due to the non-implementation of crude oil marking and non-monitoring of the solar/fuel product.
The data of the GFI Albania company published in the National Business Center and analyzed by BIRN, show that Albanians have paid a total of 3.7 billion ALL during the period 2014-2022 with income increased to 430 million ALL in 2022, the last year reported. The company has declared net profits of 652 million ALL during the concession period.
The company was established with a share capital of only 1 thousand dollars while it was able to provide over the years very large profits in relation to the share capital. In 2022, the company had total assets of 338 million ALL, while the income in relation to assets was 127 percent. For comparison, the return on assets in the banking system is 1.5 percent.
The concession theoretically serves as an aid to the customs administration to control the circulation of hydrocarbons in the domestic market. The company puts an identifying chemical substance in fuels when they enter Albania from import and then performs analysis at fuel stations to report to customs whether or not there is unbranded fuel on the market.

The socialists marked the concession of marking fuels as the clientele of the former prime minister Sali Berisha and as a tax on the pockets of the consumer without any value.
The controversy of the concession seems not to have stopped the Turkish citizen Nerve Korkmaz, who appears next to Sinan Idrizi, financier of Flamurtar of Vlora, to buy the quotas of the parent company of the concession, which is registered in the tax haven.
