The massive row in Cape Rodon for the ownership of a plot of at least 750 square meters reveals a multitude of violations of all local and central state institutions.

The first and most flagrant violation is related to the fact that the Municipality of Durrës has given permission to the company 'Albania Tourist Resort', with the main shareholder and administrator being the citizen Ana Shtjefni, even though the property in question is under seizure by SPAK.

The Special Prosecutor's Office has imposed security measures in the context of the investigation into the alienation of over 60,000 square meters of property along the coastline of Lalëzi Bay, where among the accused is Aleksandër Laho, also known as Pëllumb Muharremi, or as 'Rrumi' of Shijak'.

The second violation is related to the ambiguity of the status of the property. In the property document in the name of the Franciscan Church, the property is categorized as land, while in the document owned by the Kaculi family, it is agricultural land acquired through law 7501.

It is suspected that the ownership certificate of the church is forged by third parties who are not related to the religious institution, but who have used its name for the purposes of profit and alienation of the property in question.

The Municipality of Durrës has granted the permit on behalf of the Albania Tourist Resort company. The representative of this company says that she has suspended it after becoming aware of the claim of the other party for the ownership of the land.

By a good part of the media, Shtjefni has been presented as a representative of the Catholic Church. Contacted by Voxnews.al, representatives of the Catholic Church declare that Shtjefni is not its representative.

Meanwhile, the relationship between the company 'Albania Tourist Resort' and the Catholic Church, which owns and administers part of the property in Cape Rodoni, including the church of Shna Ndou and the fortress of Skënderbeu, is being verified.

It is initially suspected that the company has been contracted by the church to collect revenue for visitors to Cape Rodon and use this revenue for the protection and security of cultural monuments.

However, the beam placed by the company, where a price of 5 euros is applied to enter the park, has practically privatized the state and public part of this area, which is among the most visited by foreigners.

In addition to doubts about the legal basis and decision-making that the company in question holds the beam at the entrance of Cape Rodon, the financial analysis of this company raised doubts about fiscal evasion. The data of the Ministry of Tourism show that only in January 2022, Cape Rodon was visited by 2100 tourists, which means about 10 thousand euros of income in just one month.

However, in the financial balances submitted to the KKB, the company declares only 203 thousand ALL as cash, while it reports losses in 2021 and 2020 due to the pandemic./VOX
