The last box had just been counted and a group of voters in Himara who call themselves ethnic Greeks were showing their excitement.
The vote of May 14 had produced the winner with a difference of 19 votes, Fredi Beleri, the man who has been committed to the Hellenization of the Albanian Himara for 3 decades.
A natural celebration broke out in the city among hundreds of people who were brought by bus to vote for the man who was once convicted for anti-Albanian chants. Speeches in the Greek language and dances that filled the promenade of Himara. A celebration that also carried the exaltation of the success of a man who, from the prison cell where he was in for buying votes, had won.
A few days before the elections, six people who belonged to the "Bashke Fitomje" coalition were spotted by the police offering money to buy votes in Himare.
According to the investigation file, it is suspected that these citizens, in exchange for material benefits from candidate Fredi Beleri, received monetary sums from the latter and distributed them to buy votes. The illegal engagement was mainly based in the Hore-Vranisht Unit and the surrounding villages.
"It was suspected that the citizen Sihat Guraj, as one of the closest collaborators of the citizen Dhionisios Alfred Beleri, after receiving significant sums of money in euros and lek from the latter, mainly gives these sums of money to third parties he has recruited for this purpose in different areas in the territory covered by the Himarë Municipality", it is quoted in the investigative file.
All illegal activity was documented through environmental surveillance, photographs, video materials authorized by the court.
The story begins with the free initiative of a citizen with the initials AR who had informed the Prosecutor's Office of Vlora that the candidate Fredi Beleri and a group of people from his electoral headquarters were offering money to buy votes.
On May 10, four days before the elections, the associate of the AR prosecution met Fredi Beleri in Himare, in the Potam neighborhood. According to the ambient conversations transcribed in the file, they agreed that he would collect the names of the people who would vote for Beler and deliver them to them.
On the same day, the AR citizen went to the electoral office of Beler and communicated with his secretary. He informed them that he had spoken with Beleri and that he was leaving the list with the names of the persons.
Again during that, AR communicated on the phone with Beler who told him that he would verify the list and continue their communication to have a physical meeting with him afterwards. Following this conversation, later in the day, the prosecutor's associate met with Beler's close friend, Pandeli Kokavesh, in the Potam neighborhood, outside the "Gelateria" bar. According to the intercepted environmental conversations, they discussed the list of 13 people submitted by AR and the monetary amount that each of them should receive in exchange for the vote for Beler.
“Në këtë bisedë, ky shtetas i ka premtuar shtetasit A.R se do të paguante shumën prej 50 euro për person dhe 300 euro për shtetasin A.R, nëse shtetasi Dhionisios Alfred Beleri bindej sipas verifikimeve që ai do të kryente , se vota ishte hedhur pro tij. Në këtë bisedë , shtetasi Dhionisios Alfred Beleri, i premton shtetasit A.R se shumën monetare do t’ja jepte po atë natë në darkë ose të nesërmen në mëngjes”, citohet në dosjen hetimore.
Tek po i njëjti lokal, të nesërmen e 11 majit, A.R takohet me Fredi Belerin. Sipas bisedave të përgjuara ata kanë biseduar në lidhje me listën dhe më mënyrën se si do tja jepte shumën monetare. A.R e ka pyetur Belerin nëse do t’i mblidhte njerëzit dhe do t’ua jepte lekët vetë por ai ka thënë që nuk merrej ai me atë punë.
Rreth orës 21:47 të po asaj dite, A.R ka komunikuar me Belerin. Kandidati i kishte pohuar se do të telefonohej nga njeriu i tij Pandeli Kokaveshi, telefonatë që mbërriti në orën 23.00. Pas një bisede, ata vendosën që takimi të bëhej po atë mbrëmje tek i njëjti lokal.
Ky është pikërisht lokali ku u bë marrëveshja për blerjen e votave në Himarë mes njeriut të afërt të Belerit dhe të riut me iniciale A.R.
“Ata janë takuar brenda në këtë lokal dhe janë ulur në një tavolinë dhe ai I ka marrë telefonin shtetasit A.R për arsye sigurie dhe bashkë me telefonin e tij i ka lënë në banak. Ata kanë bisdeuar në lidhje me zgjedhjet dhe listën që A.R i kishte dorëzuar më parë Belerit dhe shtetasi Pandeli Kokaveshi i ka thënë se katër persona nga lista i kishte kapur ai më parë dhe se mbeteshin vetëm tetë vetë nga lista”, citohet në dosjen hetimore.

AR asked him if Beleri gave him anything for him and he told him that they would talk again. All this communication is documented with audio and video.
"The list submitted by the AR citizen with 13 names was seized and personal certificates were issued for them and it turned out that they are residents of the local government unit of the Himarë Municipality, mainly from the villages of Palasë, Pilur and Himarë", it is quoted in the investigation file. . / TCH
