SPAK's voluminous file reveals details of Berisha's suspicious
Sali Berisha

In the voluminous file of 499 pages, the Special Prosecutor's Office of SPAK has listed the evidence that makes former Prime Minister Sali Berisha and his son-in-law Jamarbër Malltezi defendants, for the privatization of the Partizani complex.

SPAK mentions, among other things, the uncle of Jamarbër Malltez, Bashkim Bekteshin, who submitted the request for the return of the property on October 12, 2005. This request, says SPAK, 'was prepared on the same day that the Minister of Defense Fatmir Mediu addressed METE to take further steps regarding the property located at the Partizani Football Club, as it was decided that these grounds will not be are included in the FA's propagation plan.'

At the same time, it is said in the SPAK file, there are joint trips between Jamarbër Malltez and Fatmir Bektashi, while Sali Berisha's trip to Vienna with citizen Bari Hodaj, who was the person who returned the property, remains suspicious.

"Citizen Jamarbër Malltezi appears formally only in 2018, when he becomes part of the company Homeplan sh.pk together with citizen Xhimi Begeja and citizen Fatmir Bektashi who had created this company in 2008.

Precisely during this period, it is found that measures are taken by the heirs of Begeja, part of which turns out to be the citizen Jamarbër Malltezi, to continue with the process of returning the properties.

Bashkim Bekteshi, the uncle of Jamarbër Malltez, on October 12, 2005, submitted to the Commission for the Return and Compensation of Properties the request to complete a file for property return. This request, as can be ascertained, was prepared on the same day that the Minister of Defense, Fatmir Mediu, addressed METE to take further steps regarding the property located at the Partizani Football Club, as it was decided that these grounds would not be are included in the FA propagation plan.

It is precisely in this period that there are joint trips between the citizens Fatmir Bektashi and Jamarbër Malltezi, where both of these citizens, on 27.11.2005, leave the Qafë Thane border crossing, respectively Fatmir Bektashi at 20.09 and Jamarbër Malltezi at 20:00: 10, both in different vehicles.

A few days later, a joint trip of citizen Sali Berisha with citizen Bari Hodaj appears. Specifically, on December 1, 2005, these two citizens were passengers of the travel airline Austrian Airlines Vienna. Their entrance registration was done in Rinas, namely Sali Berisha at 00:11 and Bari Hodaj at 00:07. About a month and a half later, the Property Restitution Commission takes decision no. 135, dated 20.01.2006, which returns another piece of property to the Begeja family.

Before the month of this trip is over, it is established that in relation to the family of Mahmut and Xhemal Begeja, it turns out that on January 20, 2006, KVKKP has decided: To return the property with a land area of 11,740 square meters.

From the content of this decision, it results that the legal heirs of the expropriated entity Mahmut and Xhemal Begeja are represented in the power of attorney number 1007 dated March 13, 2002 by Bashkim Bekteshi.

According to this decision given by the members Emil Konomi, Lindita Tako, Ermira Stavre, Bari Hodaj and Besnik Hoxhaj, it has been decided to return the property of a land area of 11740 m2 to the expropriated subject Mahmut and Xhemal Begeja.. The remaining area to was compensated with one of the forms defined in this law/ the expropriated subject located in Tirana, Mr. Shengjin, is 13,925 m2.

It is established that the verbal process for the delivery of the property was held on 20.02.2006 by KVKKP represented by Bari Fodaj and Arben Lasku and subject Xhimi Begeja. Also, in the record book of the decisions taken by the Commission 2005-2006, it is found that where the notes regarding this decision were made, the note "delivered to you on 20.02.2006 Xhimi Begeja" is also found where the signature of the citizen Xhimi Begeja is found.

Asked on 30.05.2022, Bari Hodaj claimed that the file of the Begeja family passed to him based on the lottery.

Precisely for the area of 3120 m2, part of this area returned in 2006, a conflict arose with the Kapollari farmers, which is reflected in detail below.

From the acts it appears that, according to the property card, dated 28.02.2006, the property with a land area of 3,120 m2 was registered, where Haki Begeja and Nimete Bekteshi are co-owners. Nusret Kaçurri, Kreshnik Kaçurri with 525/4200 each piece: Sanije Velo (Begeja), Myzejen Ago (Begeja). Lirije Lika (Begeja), Ajete Sulstarova who each have 84/4200 shares: Gëzim Begeja with 504/4200 shares: Haxhire and Elona Begeja with 105/4200 shares, Syzi Begeja, Ednand Begeja with 210/4200 shares; Lumturi Cela, Sejdije Kurti, Teuta Malka, Xhelan Kadiu, Mariban Kadiu, Nerime Piro. Bashkim Kadiu, who each have 60/4200 shares: Graciela Begeja, Vera Graboëski and Margaret Irëin, who each have 70/4200 shares.

Also, the well-known owner families are starting to prepare the relevant documents for privatization as well. So, the final answer has not yet been returned from the Ministry of Defense, but after this correspondence had already started, powers of attorney from the known owners begin to be drawn up, with the aim of participating in the privatization procedure", says the SPAK file./ TCH
