After the catastrophic flood and the loss of life of worker Astrit Hysenaj, the Durrës Prosecutor's Office launches an investigation for abuse of power and sending to the field without security, focusing on the mayor and the decision-making chain in the Municipality.
On January 8, 2026, the head of the Durrës Prosecutor's Office, Suela Beluli, ordered the launch of an investigation into the real causes of the massive flood in the city and throughout the territory of the Municipality of Durrës, with major economic consequences and damages for families and businesses.
The investigation has as its starting point the mayor of Durrës, Emiriana Sako, and her subordinates, who are responsible for investments in the sewage and water evacuation system, as well as their administration, to keep them fully operational in the event of rainfall.
In registering the criminal case, the Durrës Prosecution Office has also included the loss of life of 54-year-old Astrit Hysenaj, an employee of the Plazh-Durrës Municipal Enterprise, who, by order of the Municipality leaders, was sent to deal with the flooding in that area.
He was swept away by the waters and lost his life on duty, while the mayor of Durrës, Emiriana Sako, attempted to evade her responsibility by publicly deceiving the victim Astrit Hysenaj by accidentally drowning outside of work hours.
But the family of the drowned worker have reacted against this fraud, warning of criminal charges against her for concealing the causes of Astrit Hysenaj's drowning and for fraud with the aim of removing responsibility as head of the Municipality.
According to the regulation and protocol for dealing with natural emergency situations, no public service employee should be sent to the field alone, but in a group and accompanied by protection and rescue vehicles and teams.
While Durrës Municipality leaders ordered the deceased worker Astrit Hysenaj to go alone to deal with the flood, without any safety equipment, Mayor Emiriana Sako lied publicly by stating that the victim was not on work hours nor officially assigned to go to the flooded area.
But his family member, Osman Hysenaj, has publicly stated:
“ In the morning, Astrit left for work. The family did not agree and told him not to go, because it was raining heavily and the situation was dangerous. But he was wearing his work uniform and had left, because he had received orders from his bosses. He drowned while performing his duty and within official hours. ”
The plaintiffs have requested that the government and the judiciary classify the event as a "loss of life during work", and have warned of criminal charges against Mayor Emiriana Sako, who lied to hide her and her subordinates' responsibility.
The investigation order, issued by the Chief Prosecutor of Durrës, Suela Beluli, states:
" The circumstances of the loss of life of worker Astrit Hysenaj will be investigated, as there are reasonable suspicions of the existence of the criminal offense of 'Abuse of office', provided for by Article 248 of the Criminal Code, committed by the persons responsible for the maintenance, control and management of the flood situation in the Municipality of Durrës." / Pamphlet
