In Albania, Jared Kushner targets the island of Sazan, a natural paradise that closes the bay of Vlora, still without any construction, because the former military base is a protected area. In Serbia, it is about the site of the former general staff, which had its large structure in the center of Belgrade until the bombing of NATO planes in April and May 1999 and which can now see the projects of the American investor .
Environmental activist and member of the Serbian Parliament, Aleksandar Jovanović Ćuta "revealed the secrets" by publishing a memorandum of understanding between Jared Kushner's company and the Ministry of Construction of Serbia, which provides for the free transfer for 99 years of "a large area", including the location of the former general headquarters, but also buildings used by the Ministry of Defense and intelligence services. Serbia and "Atlantic Incubation Partners LLC", a subsidiary of "Kushner Realty LLC", are expected to create a limited liability company with headquarters in Serbia.
The Serbian government initially tried to deny the project, before Jared Kushner's confirmation removed even the slightest doubt, and President Aleksandar Vučić was quick to declare himself "pleased" about it, while claiming he "didn't know all the details". Two large towers that will contain hotels and luxury apartments may rise from the ruins of the former masterpiece of Yugoslav brutalism, built in 1963 by architect Nikola Dobrović. The complex will also have a memorial as well as a museum, but for art historian Branislav Dimitrijević, the old headquarters must be rebuilt identically or its ruins must be preserved as they are.
The former chief of staff and now opposition MP, General Zdravko Ponoš himself denounced the "gift" given to the American company, believing that President Vučić is trying to "monetize his political future". The Serbian opposition has few illusions: a few years ago, the government enacted a "lex specialis" (special law) to allow the construction of the Belgrade Water complex by Arab investors, which destroyed part of central Belgrade.
After this agreement between the Serbian regime and a representative of the Trump family, the shadow of Richard Grenell, the former special envoy of the American president to the Balkans, who always goes to Belgrade, where he was seen spending the evening with the Minister of Finance, Siniša Mali, slips. Last summer, Jared Kushner and his wife Ivanka Trump spent a few days vacationing in Albania, taking a photo with Prime Minister Rama, but also with Richard Grenell.
While the Assembly of Albania has just approved the law that allows the realization of tourist projects in protected areas, Edi Rama refuses to speak. On Tuesday, he even touched the head of a private television reporter who had tried to ask him a question on the subject, in a macho gesture that infuriated Albanian journalists.
Richard Grenell is directly involved in the Sazan Island project, which he justified by explaining to Albanian television that "no one should ever apologize for wanting to make money."
The concession for the future hotel will be entrusted to the Aman group, based in the canton of Zug, Switzerland, owned by Russian oligarch Vladislav Doronin. In 2022, a former FBI agent, Charles McGonigal, was appointed head of security for the Aman Resorts group. However, he was sentenced to 50 months in prison in December 2023 for a long collaboration with another Russian oligarch, the "aluminum king" Oleg Deripaska. Charles McGonigal is also involved in a scandal in Albania, after he received 225 thousand dollars to lobby in favor of Edi Rama in the United States.
Jared Kushner's projects bring together once again Edi Rama and Aleksandar Vučić, whom Richard Grenell had brought together around the "Open Balkans" project, a regional free trade space supported by the Trump administration, but also around the idea of sharing Kosovo and the redefinition of the borders of the region, which are supposed to guarantee the "stability" of the Balkans.
