Applications for the position of Director General of the State Police have closed today, following the departure of Ilir Proda from the leadership of the institution. The Ministry of Interior has published the final list of candidates who have applied for this position.
According to the official announcement dated March 12, 2026, there are a total of 16 candidates in the race, including two women. The names are published in alphabetical order.

The process now enters the phase of verification of documentation by the Special Commission, before the candidates move on to the interview and final selection phase.
According to the established procedures, the submitted files will be subject to a legal review that is expected to last about 10 days. Candidates who meet the criteria will proceed to the interview phase.
At the end of this process, the list of selected candidates will be presented to the Minister of Interior, Besfort Lamallari, who will follow the further steps of the procedure for the appointment of the new head of the State Police.
All candidates for Director General are officials with experience in the structures of the State Police and aim to lead the institution for a five-year term, as defined by law.
Among the names that have submitted their candidacy is Pëllumb Seferi, currently the Director of International Relations at the State Police. He is known for his involvement in coordinating several extradition operations in recent years.
Also in the running is Elidon Çela, the current director of the Vlora Police. In the past, he headed the Police Supervision Agency in Tirana and held several leadership positions within the police structures.
Another candidate is Skënder Hitaj, the director of the Fier Police, who has previously held leadership positions in the Shkodër and Dibër regions.
Meanwhile, the list of applicants also includes Idajet Faskaj, who during his career has held high-ranking positions in the State Police.
Në skenë është rikthyer ish-drejtori i Policisë së Tiranës, Tonin Vocaj i cili ka aplikuar për postin e Drejtorit të Përgjitshëm të Policisë së Shtetit. Tonin Vocaj u largua nga drejtimi i Policisë së Tiranës në vitin 2024 ndërsa e mbajti si post për rreth 2 vite. Pavarësisht se ai u bë pjesë e garës në vitin 2024, për drejtor qarku, nuk mundi që të zgjidhej pasi u rendit i parafundit, pa mundur të sigurojë pikët e nevojshme.
Kritere të përgjithshme të aplikantit:
a) mban njërën nga gradat e rolit të mesëm drejtues;
b) të ketë shtetësi shqiptare;
c) të mos ketë qenë i dënuar për kryerjen e një vepre penale, me vendim gjyqësor të formës së prerë;
ç) të mos ketë marrë masat disiplinore të përcaktuara në shkronjat “c”, “ç” dhe “d” të pikës 1 të nenit 123 të ligjit 82/2024 “Për Policinë e Shtetit”, brenda 5 viteve të fundit (ulje e përkohshme e pagës deri në 40 % për një periudhë jo më të gjatë se 1 vit; shtyrje e afatit të gradimit deri në 5 vjet; ulje me një gradë për një periudhë deri në 5 vjet);
d) të jetë në kushte shëndetësore që e lejojnë të kryejë detyrën përkatëse.
dh) të mos ketë konflikt interesi në ushtrimin e detyrës, në përputhje me legjislacionin për konfliktin e interesit.
DOKUMENTACIONI, MËNYRA, AFATI I DORËZIMIT DHE VLERËSIMI
Kërkesë me shkrim e aplikantit, drejtuar Ministrit të Punëve të Brendshme, për të shprehur interesin për pozicionin e Drejtorit të Përgjithshëm të Policisë së Shtetit.
Kërkesa me shkrim shoqërohet nga dokumentet e mëposhtme:
a) jetëshkrim i përditësuar;
b) platformë personale e qëllimeve dhe objektivave që kandidati propozon të ndjekë. Ky dokument duhet të jetë punë origjinale e kandidatit dhe nuk duhet të kalojë 20 faqe, në llojin e shkrimit Times New Roman, madhësia 12, me një njësi hapësirë mes rreshtave;
c) vetëdeklarim sipas ligjit nr. 138/2015 “Për garantimin e integritetit të personave të zgjedhur, emëruar ose që marrin funksione publike”;
ç) dëshmi të gjendjes gjyqësore lëshuar nga organi kompetent shtetëror, e lëshuar jo më herët se 3 muaj nga data e paraqitjes së shprehjes së interesit;
d) vërtetimin/dokumentacionin e përshtatshëm që provon përvojën e punës së kandidatit për pozicionin për të cilin konkurron;
dh) rezultatet e vlerësimit profesional dhe etik të kandidatëve në punët që kanë bërë në të shkuarën, nëse ka, apo rezultatet e arritura gjatë përvojave të tyre të punës, që lidhen me ushtrimin e funksioneve në fushën e rendit dhe sigurisë;
e) rezultatet e arritura gjatë studimeve të larta dhe në trajnime dhe kurse të certifikuara, brenda dhe jashtë vendit;
ë) rezultatet e arritura gjatë studimeve pasuniversitare në fushën e rendit ose sigurisë;
f) kopje të noterizuara të dëshmive të gjuhëve të huaja, nëse ka;
g) kopje të noterizuara të gradës shkencore ose titujve akademikë, nëse ka;
gj) kopje të vërtetimit të besueshmërisë, të marrë nga komisariati përkatës, e lëshuar jo më herët se 3 muaj nga data e paraqitjes së shprehjes së interesit;
h) health document proving ability to work, issued no earlier than 3 months from the date of submission of the expression of interest;
i) self-declaration that the candidate is not in a conflict of interest in the exercise of the duty;
j) self-declaration that the candidate has not previously been dismissed from work for disciplinary reasons and that there is no disciplinary measure in force at the time of candidacy.

Candidates, within 7 days from the announcement of the call for applications, must submit the complete documentation specified in Instruction No. 160, dated 2.9.2024 (download the Instruction)
After the 7-day deadline for submitting expressions of interest, the Ministry of Internal Affairs publishes the names of the candidates on the official website.
Within 10 working days from the end of the deadline for submitting expressions of interest, the Special Commission carries out a preliminary assessment, in order to verify the fulfillment of the legal conditions. At the end of the preliminary assessment, the Commission draws up a list of candidates who meet the legal conditions and of candidates who do not meet these conditions, based on the documentation submitted by the candidate and the additional documentation collected by the Commission. The Commission makes a decision to exclude candidates who do not meet the legal conditions and notifies the excluded candidates in writing, in a reasoned manner, of the reasons for the exclusion.
The Commission shall organize a hearing with the candidates and notify them at least 3 days before the hearing. The members of the Commission shall evaluate all the information made available by the candidates, the documentation collected and the information obtained during the hearing and submit to the Minister the ranking of the candidates, together with the written evaluations.
The expression of interest and all required documents must be submitted to the postal address, or to the electronic address.
