
There are at least 10 tender procedures at the Agricultural University of Tirana in which the Special Prosecution Office Against Corruption and Organized Crime has found violations. Among them is the Experimental Didactic Farm financed by the State Budget with a value of 1 million euros within the framework of the "Pact for the University".
"The 1 million euro fund for the farm paves the way for a long-term process of support for the creation of didactic, training and demonstration infrastructure and for the development of real learning practice in the field, linked to the economy and the market," declared Prime Minister Edi Rama on March 15, 2019.
Some of the academic and administrative staff of "Agriculture" are accused of abuse of office and corruption for the Food Safety and Animal Health Laboratory. The project was funded by the National Agency for the Information Society, which allocated around 275 thousand euros, but the laboratory was partially built and never put into operation.
"There are no reagents, no test tubes, nothing. Huge corruption. A lot of money has come in the name of UBT, but we have no paper or air conditioners," UBT lecturer Lush Suasaj told A2 CNN.
Even more flagrant is the accusation regarding the Agronomy Laboratory. The investment worth around 1 million euros was financed by the European Union's IPA project, but was tendered by falsifying documents as if it had been built with money from the Agricultural University.
In early October 2023, agents of the National Bureau of Investigation seized physical and "online" documents of academic and management staff of the Agricultural University of Tirana following suspicions of corruption and abuse of office.
