During the last days, the politics of Tirana have expressed similar opinions that the format of the Prishtina-Belgrade Dialogue Process no longer produces anything new and that it should be changed. Ditmir Bushati is of the same opinion, who speaks openly about the failure of this format.
" The word failure in a diplomatic language is a little difficult to accept, but in a political language, I can say yes, " says Mr. Bushati.
Unlike Prime Minister Rama, the former foreign minister believes that the solution to the problems between Kosovo and Serbia should be initiated by the EU and NATO.
" The EU, at least, should have a block approach. It doesn't have this. In the event that there is no movement from the 5 that do not recognize him within the EU and from the 4 that do not recognize him within NATO, it is pointless to expect that not Aleksandar Vučić, but also the biggest democrat at the head of Serbia, to recognize Kosovo. The first step should be done by the European Union, " said Mr. Bushati on the show "Pa Censure" on RTSH, answering the journalist Elona Meço also about the moment of separation with Prime Minister Rama, in 2018, when the project of exchanging territories between Kosovo and Serbia.

Ditmir Bushati : I hope that the dialogue process will resume in a different format. Because in this format, achieving a result does not look very promising.
Elona Meço : Is this format a failure?
Ditmir Bushati: The word "failure" in a diplomatic language is a little difficult to accept, but in a political language, I can say yes. Why? We must understand that Kosovo has exhausted the entire process with the international factor and international law, I am talking about its citizenship. The concept on which Kosovo was built and the security in the region is based on freedoms and basic human rights, on the rights of ethnic groups and their coexistence, and not on the game of territories, as Serbia imposes on us. Finally, Kosovo is the only country from the former Yugoslavia, against which there is a decision of the International Court of Justice regarding the legality of the declaration of independence. This is where the Dialogue Process began in Brussels, because the Security Council decided to entrust the EU with the dialogue process that would normalize relations between these two countries. So,
Elona Meço : When you talk about reformatting the Dialogue Process, what should happen?
Ditmir Bushati : I am talking about reformation, because the EU, as a minimum, should have a block approach. It doesn't have this. Let's remind people of the bloc approach that the EU had in the case of Montenegro. It approved a condition for Montenegro, saying that it will recognize Montenegro's secession from the Federation only if more than 55% of citizens living in Montenegro vote in the referendum. With the decisive vote of the Albanians, this happened and today Montenegro is a member country in NATO. Even in the case of Kosovo, if there is no movement from the 5 that do not recognize it within the EU and from the 4 that do not recognize it within NATO, it is pointless to wait, because not Aleksandar Vučić, but also the biggest democrat to be in charge of Serbia, to recognize Kosovo.
Elona Meço : So the EU should take the first step?
Ditmir Bushati: Absolutisht! Hapin e parë duhet ta bëjë Bashkimi Europian.
Elona Meço: A zgjidhet kjo me sanksione, siç po ndodh tani me Kosovën? Apo të njëjtat duhet t’i vihen edhe Serbisë?
Ditmir Bushati: Ky ka qenë një nga gabimet më të mëdha që ka bërë BE, siç BE duhet të ishte më i kujdesshëm për të kuptuar ekzigjencat e rajonit tonë. Edhe kombinimi që, edhe përfaqësuesi i Politikës së Jashtme, edhe emisari për dialogun vijnë nga vende që nuk e kanë njohur Kosovën, nuk ishte një pikënisje e mirë për të ndërtuar një proces, ku palët kanë besueshmëri te kuadri mbi të cilën ata duhet të operojnë.
Elona Meço: Zoti Bushati, kam një pyetje pak të vështirë për ju. Ka qenë çështja e ndryshimit të kufijve mes Kosovës dhe Serbisë një nga çështjet për të cilat ju u ndatë me zotin Rama?
Ditmir Bushati: Kjo është një çështje e tejkaluar. Pozicioni im është i njëjtë me atë që kam mbrojtur kur kam qenë në qeveri.
Elona Meço: Pra keni qenë kundër shkëmbimit të territoreve dhe zoti Rama nuk ishte kundër?
Ditmir Bushati : Of course I was against it. I have stated my position while in office, why I was against it. Because it continues to remain one of the doctrines that orients politics in Serbia, ethnocentrism, territories, that is, that Serbs should live in as large a territory as possible. Meanwhile, the European security architecture, on which the West is based and I believe, is quite different. It is based on freedoms and human rights, on multi-ethnic states and where minorities enjoy a special status.
