The Supreme Court rejected the request for recourse of Fredi Beleri, who wants to take the oath as the mayor of Himarë Municipality.

The Special Court for Corruption and Organized Crime decided on March 5 to declare the elected mayor of the Municipality of Himara, Fredi Beleri, guilty of active corruption in the elections and sentenced him to 2 years in prison. The accused as his accomplice, Pandeli Kokaveshi, was sentenced to 1 year and 6 months in prison, which was suspended and placed on probation for three years.

The decision for Beler was taken by the panel headed by judge Erjon Çela and members judges Irena Gjoka and Flora Hajredinaj, after a process that lasted for about 6 months in court. The announcement of the decision was monitored by representatives of the European Union, Beler's supporters, representatives of the Greek embassy in Tirana as well as Greek journalists.

Before the jury adjourned for a decision, Beleri presented his final position, describing the prosecution's investigation and the court's interim decisions as political, with the aim of establishing a state of emergency in the Municipality of Himara. He was interrupted by the chairman Çela, who asked him not to anathematize the judicial body, but to present his final claims regarding the charge brought by the prosecution. Beleri maintained the same attitude as during the whole process, calling the investigation against him illegal and illegal.

"From the beginning until today this issue is political," claimed Beleri, whose speech was applauded by his supporters in the hall.

Beleri and Kokoveshi were arrested by order of the Prosecutor's Office of Vlora in the early hours of the morning of May 12, 2023, just two days before the date when the vote was to be taken to elect the new mayors. According to the prosecution body, it appeared that the defendant Beleri offered 50 euros for eight votes. Likewise, Beleri was accused of having given the money through the other defendant, Pandeli Kokaveshi.

Beleri was a candidate of the "Together We Win" coalition against the socialist mayor of Himara, Jordgo Goro, who was running for his fourth mandate. Although arrested, Beleri was declared the winner of the May 14 elections for Himara.
