The show "Në Shënještër" addressed today what is expected to happen in Himara, where on August 4 the partial local elections will be held, for the election of the new Mayor.
Two former mayors in handcuffs, and one under investigation. A dramatic balance of handcuffs for a small municipality like Himara, worthy perhaps only of the most corrupt countries of the globe.
Where what is surprising is that in this balance, we not only have officials who become corrupt after taking office, but also by those who, after being involved in corrupt affairs, are catapulted by the party to the top of the leadership positions in this municipality.
But the investigation into the alienation of properties does not seem to stop here, as the land mafia on the coast, and specifically on the coveted south coast, is thought to be more extended than that.
And it can be extended to many proper nouns associated with politics.
Starting from politicians in Tirana and up to businessmen who have extended their hands to make this part of Albania their own.
Where the investigation started for Jorgon Goro, is only the beginning of the lifting of a curtain, which will reveal to us other names involved.
From where until now the arrows have turned on Artan Gaçi and his wife, Olta Xhaçka.
But Himara doesn't seem to be settling down, at least not anytime soon.
It even looks like it will be hotter than the current temperatures.
This is because the Presidency of the Republic set August 4 as the date of the new elections for the Municipality of Himara, immediately after the Central Elections Commission terminated the mandate of the elected mayor Alfred Beleri, who was found guilty and sentenced definitively for the charge of buying and selling of voting in the race of May 14, 2023.
Everything happened in the blink of an eye.
On the same day that the State Commissioner of Elections, Ilirjan Celibashi, announced the incompatibility of Beler's mandate with the Law, on the same day the Prime Minister asked President Begaj to announce the new date of the elections.
The head of state did not delay. Decreed August 4 as the election date.
The Council of Ministers officially notified the President of the Republic of the vacancy created in the Himar Municipality due to the finding of the invalidity of the mandate won by Mr. Dhionisios (Alfred) Petro Beleri and requested the appointment of the date of the elections within the deadlines set by the Electoral Code.
The elected Mayor of Himarë Municipality has been found by the Central Elections Commission to be in the conditions of the invalidity of the mandate due to the punishment with a final decision for the criminal offense of 'active corruption in the elections', provided for by Article 328 of the Criminal Code of the Republic of Albania.
Pas konsultës me Z.Ilirjan Celibashi, Komisioner Shtetëror i Zgjedhjeve, Presidenti i Republikës, Z. Bajram Begaj, dekretoi datën 4 gusht 2024 për zhvillimin e zgjedhjeve për Kryetar Bashkie në Bashkinë Himarë, si alternativa më e mirë që pajton nevojën për përgatitjen dhe zhvillimin e një fushate të rregullt zgjedhore, si dhe nevojën për përgatitjen optimale të administratës zgjedhore me kushtet, rrethanat dhe ngarkesën që sjell sezoni turistik për Bashkinë Himarë, si njësi bregdetare e qeverisjes vendore.
Por ky vendim i shpejtë i Presidencës i marrë brenda ditës për shpalljen e zgjedhjeve të reja në Himarë la të pakënaqur opozitën.
E cila më anë të kryetarit të Grupit Parlamentar të Partisë Demokratike, Gazmend Bardhi, u shpreh se ky vendim ishte antikushtetues.
Duke e akuzuar Presidentin e Republikës se po kthehet në një qokë të kryeministrit Edi Rama, për hallet e tij personale, gjatë kohës kur shërbente si Gjeneral në Forcat e Armatosura.
Dhe se në krye të Presidencës, po sillet si një patericë e kryeministrit.
Por ndërsa opozita e Bashkuar e ka tashmë një kandidat për zgjedhjet e 4 gushtit dhe ai është Petro Gjikuria, edhe maxhoranca e ka tanimë zyrtarisht një kandidat për këto zgjedhje.
Ku kandidat është Vangjel Tavo.
Disa herë deputet në siglën e Partisë Socialiste.
Së fundmi ish-deputet i Lëvizjes Socialiste për Integrim, në Qarkun e Gjirokastrës, dalë nga zgjedhjet e 25 Qershorit 2017.
Tavo i lindur në Jorgucat të Gjirokastrës, me profesion mjek obstetro gjinekolog, i cili për 9 muaj, nga korriku i vitit 2012 deri më prill 2013, ka mbuluar detyrën e Ministrit të Shëndetësisë.
Ku në muajin mars të këtij viti me firmë të kryeministrit Rama, ai ishte emëruar Prefekt i Qarkut Vlorë.
Dhe që në këtë kohë përflitej se do të ishte kandidat për zgjedhjet në Himarë.
Po kur socialistët kanë ndezur motorrët e fushatës, Alfred Beleri nga ana tjetër ka nisur një front të ri përballje me drejtësinë.
Ai ka trokitur në dyert e gjykatës Administrative duke paditur Presidentin e Republikës, Bajram Begaj.
Beleri kërkon pezullimin e dekretit të Presidentit me argumentin se vjen në kundërshtim me Kushtetutën dhe Kodin Zgjedhor.
Beleri këmbëngul në marrjen e masës së sigurimit të padisë, thënë ndryshe ngrirjen e dekretit të kreut të shtetit, derisa të ushtrojë rrugët e ankimit kundër vendimit të Ilirjan Celibashit, që e konsideron të padrejtë.
Pasi sikurse argumenton, nëse zhvillohen zgjedhjet dëmi që i shkaktohet është i pakthyeshëm.
Njëherazi më kete veprim ai ka kërkuar leje nga Drejtoria e Përgjithshme e Burgjeve që më 15 Korrik të ketë mundësinë të betohet si deputet i parlamentit europian.
Por çfarë do të ndodhë në Himarë, a do kemi sërish një ndërhyrje të Greqisë në këto zgjedhje?
Përtej emrave dhe skenarëve duket se situata në Himarë nuk do të jetë e qetë.
