The entry of a notary into the detention facilities in Durrës, where he was isolated in August 2023, the head of Operations in the State Police, Oltian Bistri, has raised strong doubts about SPAK prosecutors, who were investigating the criminal activity of the persons arrested in the folder "Metamorphosis".
On August 3, 2023, this notary met exactly Oltian Bistri, who was the person who called, then editing a general notarial power of attorney, through which the arrested Oltian Bistri, gave tax to his wife, D. Bistri .
The latter is authorized by her husband to represent her in the taxable part of the assets that he disposes of, to sell or donate fully or partially with all forms of alienation.
Specifically, just two weeks later on August 21, 2023, the wife, father, mother and brother of the former chief of operations Oltian Bistri revoked 5 notarial acts for the purchase of real estate of the type Apartments and shops from the company "Arlis Beton" ”, which is owned by Armand Lilos.
"Ora News" has learned that for these assets that the notarial contract has been revoked, it turns out that these people have paid a total of 1 million euros.
Meanwhile, according to the prosecutors, this shows the fear that the person under investigation, Oltian Bistri, had that these assets could be seized, given that he is a person who has sufficient knowledge of the legal provisions, having exercised his duties in high management positions in the State Police. .
Based on these actions carried out through the revocation of notarial contracts, SPAK has decided to open a property investigation for the former head of Operations in the State Police, Oltian Bistri.
The property investigation against him was done on the basis of the "Antimafia" law, and in order to implement this investigation on April 11, 2024, case No. 6 was opened separately, extending the verifications not only to Oltian Bistri, but to all members of the family and tribe.
And in order to find reasonable indications for Oltian Bistri's involvement in criminal activity that is absorbed by the "Antimafia" law, SPAK prosecutors had to turn their eyes to the archives of the Serious Crimes Prosecution.
It was in this archive that a case was found that served as an indication of Oltian Bistri's involvement in criminal activity.
In the investigation file, it is said that these indications date back to 2016, at which time Oltian Bistri was the Chief of the Pogradec Police Station.
Specifically, from the administered acts, it appears that, on December 30, 2016, the Prosecutor's Office for Serious Crimes in Tirana registered criminal proceedings no. 340, for the criminal offense "Trafficking in narcotics".

Por pavarësisht kësaj, duke qënë se ndaj Oltian Bistrit, ka pasur indicie, që në vitin 2016 për përfshirje në veprimtari kriminale, si dhe në kuadër të dosjes “Metamorfoza” të regjistruar në SPAK, Oltian Bistri është futur si subjekt i ligjit “Antimafia” duke ju nënshtruar masave parandaluese pasurore.
SPAK thotë se Oltian Bistri dhe familjarët e tij, të cilët kanë pasur transaksione të lidhura apo të dyshuara se janë kryer për Oltian Bistrin, janë kryer gjatë fazës së hetimeve penale si dhe verifikimeve pasurore, një sërë verifikimesh pasurore, prej të cilave kanë rezultuar se disponojnë pasuri që në vlerë janë disa herë më të larta se të ardhurat e përfituara prej tij dhe familjarëve të tij në mënyrë të ligjshme.
Familja e Oltian Bistrit dhe vëllai i tij Ervin Bistri është futur në hetim pasuror që shtrihet thellë në kohë. Ndërkohë vëllai i Oltit, Ervin Bistri dhe prindërit kanë pretenduar se të ardhurat financiare i kanë siguruar gjatë punës në emigracion në Greqi.

Sipas SPAK, në 3 Maj 2012 biznesmeni Artan Sherifi i ka shitur 21 pasuri vëllait të Oltian Bistrit, Ervin Bistrit dhe dajës së tij Artur Dadaj me një vlerë prej 510 mijë euro.
SPAK kryer verifikime tek daja, prindërit, vëllai, gruaja, vjehrri, vjehrra e deri tek djali i xhaxhait të Oltian Bistrit. Ervin Bistri në vitin 2019 ka blerë apartament tek Armand Lilo me vlerë 200 mijë euro.
Gjithashtu në gusht 2022 Ervin Bistri ka blerë një pasuri tek biznesmeni Abaz Dino me një vlerë prej 130 mijë euro. Kjo pasuri ndodhet në rrugën e “Kosovarëve”.
Në qershor 2022 sërish Ervin Bistri, ka blerë tek Armand Lilo një apartament 50 mijë euro. Ndërkohë në 2 mars 2022, Ervin Bistri, ka blerë një apartament tek kompania “Park Construction Albania” me vlerë 65 mijë e 844 euro.
In 2017, Ervin Bistri bought a store worth 320 thousand euros from Armand Lilo. But this purchase was later revoked where Armand Lilo must return the amount of euros to Ervin Bistri within December 2024.
Also in March 2019, Ervin Bistri bought an apartment worth 200 thousand euros from Armand Lilo. This contract has been revoked. But in 2013, Ervin Bistri again bought an apartment in Lilo worth 46 thousand euros.
The mother of Oltian Bistri also made a purchase at Armand Lilo, who booked a store worth 230 thousand euros, of which 120 thousand euros were liquidated. But now this contract has been revoked.
Bistri's father also bought an apartment worth 200,000 euros from Armand Lilo, but this contract has been revoked. In 2011, D. Bistri bought an apartment worth 85 thousand euros.
Some assets of Armand Lilo were also bought by Oltian Bistri. Meanwhile, the file contains several foreign contracts that Bistri and his wife have given thousands of euros to other people.
Thus, in 2011 Bistri lends N. Merko the amount of 75 thousand euros, while in 2015 D. Bistri lent 300 thousand euros to Artan Dino.
D. Bistri has stated that he had these financial sums as an engagement gift from his parents' family, who had saved them from various activities over the years, such as work in emigration, foreign exchange, etc.
But SPAK says that from the analysis of data by financial experts, the parents of Bistri's wife did not have legal income to justify the amount of 300 thousand euros.
