Ylli Pinari, former director of the state enterprise "Meico", who was sentenced to 5 years in prison, testified today in the trial against the former Minister of Defense Fatmir Mediu, accused of abuse of office for the Gërdec massacre where 26 people lost their lives and injured over 300 others.

In the Court, during the testimony, Pinari denied that the state-owned ammunition sales company that he led at the time, MEICO, was involved in the determination of the dismantling site or the dismantling line.
Furthermore, Pinari has shown the visits of the American Patrick Henry, co-owner with 25% of the shares in the company Alba Demil with Delijorg, and how the company was selected. He also blamed the General Staff while adding that he was not allowed to visit Gërdec.
In his testimony, Pinari said that Petrick Henry knew him through electronic means in 2005-2006. Then he described the way the MEICO company operated, as he was asked personally by the former minister Fatmir Mediu.
“MEICO was the first point of contact to purchase the incredible stockpile of ammunition that the military had. In 2002, thanks to a government decision, goods and ammunition were listed in fairs to be sold. Patrick Henry came at the beginning of 2006. He presented us with a project of his to do industrial dismantling, offering the technology he had. He demonstrated the machines he had. He was interested in cartridges that had brass material. He was looking for the data on these munitions in the list of 102 tons that the army had made available for destruction or dismantling. About 10-12 e-mails were exchanged about how this process would be done.
Patrick said "you are burning these ammunitions in vain because you can sell them". He visited the military units, proposing not to burn them, but to make available those with brass so that he could dismantle them. It was the summer of 2006, that MEICO presented the proposal to the Ministry of Defense. In a document dated December 27, 2006, the office of the Secretary General of the Ministry of Interior, asks MEICO for a situation on the interest in the sale of these munitions. Patrick also mentioned a company created by himself "Alba Demil" with two partners, Patrick Henry and Mihal Delijorgji. I've known the latter since 1993, I don't know how they are, I don't refuse to answer questions, but I don't keep it because it's been a long time," declared Pinari.
Further in his testimony, the former director of the enterprise said that I have served 4 years in prison for this case and I have my reservations about that court process.
"I served 4 years in prison for this case. I have my reservations about that lawsuit. Patrick Henry was interested in the brass casing that in the MoD was reported 400 million of them. How the American company SAC was selected, it was not done by us either by the MoD but the General Staff of the Armed Forces. Many brass-cased rounds reported turned out to be coated and rejected by SAC. Fewer than the original estimate of 400 million rounds turned out.
It was scandalous management of the army. The order that came out from the FA, had the VKM deviation, forced us to pay for the transport from MEICO, absurd way of the FA. Despite the fact that the shipment continued, no invoice has arrived at MEICO. I thought that this would destroy MEICO, and we did not react to the Ministry of Education, we did not ask at all how the dismantling point in Gërdec was determined. I don't know if MM was aware of "Alba Demil" or not. When the contract with SAC was made, I asked my specialists for the license. This dismantling activity was not licensed even in America and until 2009 this type of activity was not foreseen in the Albanian legislation. Even in Poliçan, Gramsh and Mjekës, dismantling was done by order of the Headquarters. The latter did the inspection but did not have a license. At that time, we were working on the drafting of a law for the licensing of dismantling companies", said Pinari.
Ylli Pinari was also asked by Fatmir Mediu if he knew that the former minister had acquaintances with Mihal Delijorgji.

Ylli Pinari: You know that, not to my knowledge. Patrick Henry has roamed many military units. It may have been in Gërdec as well.

Ylli Pinari: About 200-300 tons of gunpowder was contracted to a company in Belgium and a ship was taken with this cargo. A second ship was expected to export the other smuggled gunpowder. I tried twice to enter Gërdec, they did not allow me to enter because I needed a special permit. There were two times that I lost my way from Rinas when I tried.
Pinari also told the media, after the trial, that the Armed Forces and the contracting company are responsible for the serious incident in Gërdec.
"Flagrant violation of decision 138 and many other acts that regulated the activity of dismantling military materials. Not the responsibility of the Armed Forces. The Armed Forces have not performed any of the tasks assigned to them by the legislation, the decisions of the government. For me, it is entirely the Armed Forces and the operator who had to implement the rules that we had assigned to him in the contract", he declared.
Patric Henry was the president of the Southern Ammunition Company that entered into the contract with the Ministry of Defense for the deactivation of heavy caliber ammunition, artillery shells in Gërdec. He was a co-owner with 25% of the shares in the company Alba Demil with Delijorgjin and in Albania he was represented by Rrahman Selmanllari, also considered as the "brother" of Shkëlzen Berisha as he represented the son of the former prime minister in business or real estate transactions.
