This tender, worth 14 million lek, was originally held on March 2, 2023, but since Alma, Safeti's aunt, had not provided the tax documents, mayor Flamur Golemi postponed it twice, until she completed the documents and decided to do it in end of June.
But since in the middle of June, the sexual scandal broke and Alma Kaçi was frightened by the mayors, he was left with the measure "House arrest", the tender for the dogs of Gjirokastra had to be postponed and abolished as a procedure, because it was approved by the decision of the Municipal Council.
In order not to do the tender for the treatment and castration of Gjirokastra's dogs, the City Hall made the 3rd formal announcement on July 24, 2023; while on August 14, the final cancellation was made, with the motive that in all 3 times no offer was presented, when in fact it was Alma who "knocked", filmed and took Safet Gjicin to prison. / Pamphlet
