
The Ministry of Agriculture and Rural Development has published an announcement regarding the bird flu situation in two establishments in the Durrës area. According to the official announcement, 497,986 dead birds have been destroyed.
NOTICE
In the context of transparency and public information, the Ministry of Agriculture and Rural Development clarifies that, with reference to the Avian Influenza situation in two establishments in the Durrës area, immediate measures have been taken for the safe elimination and disposal of 497,986 dead poultry, using one of the methods based on the legal acts in force, as follows:
In accordance with Article 80 of Law No. 10465, dated 29.09.2011 "On the Veterinary Service in the Republic of Albania", as amended, which provides:
• Burying or burning animal carcasses in processing centers, after death, according to sanitary-veterinary rules.
• Centers are designated by local government bodies, with the consent of the regional veterinary service and state agencies responsible for the environment.
• Burial or burning of animal carcasses in post-mortem processing centers is carried out under the supervision of the official veterinarian.
In implementation of Order No. 213, dated 4.03.2025 "On some additions and amendments to order no. 411, dated 20.9.2022 "On the approval of the Contingency Plan for Bird Flu Disease (Avian Influenza)" which provides:
• Elimination through burial and in a processing center of carcasses, eggs, animal waste, food, and manure according to the legislation in force.
• The process of disposal of dead or eliminated animal loads in processing centers is monitored by the official veterinarian of the National Veterinary and Plant Protection Authority, a representative from the General Directorate of the National Veterinary and Plant Protection Authority, a representative from the Regional Directorate of Veterinary and Plant Protection and a representative from the Ministry of Agriculture and Rural Development.
• “Destruction/treatment of corpses is carried out:
Ø with burial;
Ø in a rendering center that disposes of/treats animal carcasses:
– by incineration;
– by disposal in an authorized landfill after transformation through pressure sterilization;
– as fuel after processing;
– for the production of organic fertilizers or soil improvers after processing by pressure sterilization where possible and permanent marking of the final materials is carried out”
The update of the methods of destruction determined by Order No. 213, dated 4.03.2025 “On some additions and amendments to Order No. 411, dated 20.9.2022 “On the approval of the Contingency Plan for Bird Flu Disease (Avian Influenza)” has been made referring to the methods determined:
In Article 13 of Regulation (EC) No. 1069/2009 of the European Parliament and of the Council of 21 October 2009 laying down health rules as regards animal by-products and derived products not intended for human consumption ( link )
In accordance with the practices set out in the World Organisation for Animal Health manual, according to the recommendations of the World Organisation for Animal Health, Chapter 4.13. “Disposal of dead animals”, Article 4.13.6. “Recommended methods for the disposal of dead animals”
