The release and removal from the seizure list by the Special Prosecutor's Office (SPAK), of 5 real estates located in Tirana, has given the opportunity to the company "Arlis Construction" controlled by Armand Lilo, to fully restore the ownership rights over two stores and three apartments, which have already been removed from state administration and placed under management by businessman Lilo.
For the release of 5 real estates, it is believed that an "agreement" was concluded between the businessman Armand Lilo and SPAK prosecutors, Altin Dumani and Arben Kraja, who are investigating the property investigation file No. 6 (Metamorfoza), where the defendant was taken Oltian Bistri and other people.
Reasonable suspicions about such an "agreement" come after SPAK has agreed to release the 5 seized properties on account of the property investigation launched against Oltian Bistri and his family members.
While on the other hand, in exchange for the release of 5 properties, Armand Lilo, has accepted from the accounts of his business "Arlis Construction", to deposit for the interest of SPAK, the amount of 1 million and 300 euros.
The journalist of "Ora News", Elton Qyno, has learned that this financial amount is currently being administered by the Seized Assets Administration Agency at the Ministry of the Interior.
While the same Agency, by order of SPAK, has removed from administration and financial management 5 real estates, which were blocked as early as May 3, 2024 at the request of SPAK and the decision of judge Irena Gjoka.
The administration by the agency of 1 million and 300 euros and on the other hand the acquisition of ownership of 5 properties by Armand Lilos, has given the latter the green light to sell them at a higher price than Olti had bought them. Bistrit or rent these properties located in the center of Tirana.
This is after judge Irena Gjoka, on October 9, 2024, decided to accept the request filed in court by the administrator of "Arlis Ndretim", Klaisa Çela, ordering:
1. The release of a 400 m2 apartment located at "Farmacia 10" Tirana commissioned by D. Bistri;
2. Release of a 95 m2 apartment purchased in the "Square 21" complex from N. Bistri;
3. Release of a 100.6 m2 apartment in the area of "Farmacia 10" bought by Oltian Bistri;
4. Release of a 400 m2 apartment located at "Farmacia 10" bought by E. Bistri.
5. As well as the release of a shop with an area of 125 m2 purchased by E. Bistri, which is located in the "Square 21" complex built by the "Arlis Construction" company.
Në pikën 3 të vendimit, gjyqtarja Irena Gjoka urdhëron kalimin e shumës prej 1 milion e 300 euro, (e cila është paguar në disa këste të ndryshme për blerjen e pasurive) për llogari të Agjencisë së Administrimit të Pasurive të Sekuestruara dhe Konfiskuara, pranë Ministrisë së Brendshme.
Ky vendim sot e kësaj dite nuk është Apeluar nga dy prokurorët e SPAK, duke marrë formë të prerë.
Të gjitha pasuritë e mësipërme ishin porositur për t’u blerë në periudha të ndryshme nga nëna, babai dhe vëllai i Drejtorit të Operacionales pranë Policisë së Shtetit, Oltian Bistri, i cili tashmë ndodhet në burg.
Nga 3 Maji 2024 e deri në 9 Tetor 2024, për 5 muaj me radhë këto 5 pasuri tashmë të liruara, me kërkesë të SPAK-ut u vendosën nën sekuestro dhe më pas në administrim nga Agjencia e Administrimit të Pasurive të Sekuestruara pranë Ministrisë së Brendshme.
Por para se te hidhte hapin për sekuestrimin e pasurive, gazetari i “Ora Neës”, Elton Qyno, ka mësuar se SPAK ka nisur një hetim pasuror kundër Oltian Bistrit dhe familjarëve të tij, duke u bazuar në ligjin “Antimafia”.
Fillimisht indicia për çeljen e këtij hetimi ka qenë hyrja e një noteri në ambientet e paraburgimit në Durrës, ku qëndronte i izoluar në muajin gusht 2023, shefi i Operacionales në Policinë e Shtetit, Oltian Bistri.
Futja e noterit ka ngjallur dyshime të forta për prokurorët e SPAK, Dumani-Kraja, që hetonin veprimtarinë kriminale të personave të arrestuar në dosjen “Metamorfoza”.
Në datën 3 gusht 2023, ky noter ka takuar pikërisht Oltian Bistrin, i cili ishte personi thirrës, duke bërë më pas redaktimin e një prokure të përgjithshme noteriale, nëpërmjet së cilës i arrestuari Oltian Bistri, i ka dhënë tagra për të vepruar mbi pasuritë bashkëshortes së tij, D. Bistri.
Kjo e fundit është autorizuar nga bashkëshorti i saj që ta përfaqësojë në pjesën takuese të pasurive që ai disponon, t’i shesë apo dhurojë plotësisht ose pjesërisht me të gjitha format e tjetërsimit.
Konkretisht, vetëm dy javë më pas në datën 21 gusht 2023, nga bashkëshortja, babai, mamaja dhe vëllai i ish-shefit të Operacionales Oltian Bistri, janë revokuar 5 akte noteriale për blerjen e pasurive të paluajtshme të lloji apartamente dhe dyqane tek shoqëria “Arlis Ndërtim”, e cila është në pronësi të Armand Lilos.
Këto pasuri që është revokuar kontrata noteriale duke hequr dorë nga blerja, rezulton të jetë paguar nga këta persona në total një shumë financiare prej 1 milion 300 euro.
Ndërkohë sipas prokurorëve revokimi i kontratave ka treguar frikën që ka pasur personi nën hetim, Oltian Bistri, se këto pasuri mund t’i sekuestrohen, duke qenë se ai është një person që ka njohuri të mjaftueshme për dispozitat ligjore pasi ka ushtruar detyrën në funksione të larta drejtuese në Policinë e Shtetit.
Nisur nga këto veprime të kryera përmes revokimit të kontratave noteriale, SPAK ka vendosur të hapë një hetim pasuror për ish-shefin e Operacionales në Policinë e Shtetit, Oltian Bistri.

After many claims and negotiations, the administrator of "Arlis Construction", Klaisa Çela, addressed the Special Court requesting the partial revocation of decision No. 19 taken on May 3, 2024 by Irena Gjoka, stating that this judge should release 5 properties that SPAK had blocked.
With this request of "Arlis Construction", for a partial revocation of the decision, it seems that the SPAK prosecution itself has agreed, which, after accepting the request from the court, did not exercise the right to appeal, accepting this decision as a right.
