The Special Court for Corruption and Organized Crime decided, at the request of SPAK, to assign the security measure "Compulsion to appear" and "Prohibition of exiting the country" for the former Minister of Health, Ilir Beqaj. The decision comes after the investigation into the issue of sterilization and was made on Thursday, November 16. A day later, on November 17, the security measure was executed by the BKH and the police.
But what is he accused of?
It turns out that Ilir Beqja had friendship and acquaintance with the businessman who won the concession, as well as some trips and exchanges of messages, but they had hidden them. Former Deputy Minister of Health Klodian Rjepaj and businessman Ilir Rrapaj were also arrested for the sterilization concession worth nearly 100 million euros, as well as 6 officials who are under investigation at large. According to SPAK, "the concession contract has inflated costs by 56.4% compared to the public sector".
During the investigations, the e-mail of the businessman Ilir Rrapaj was seized and among them are two e-mails that he sent to the deputy minister Klodian Rjepaj in February and March of 2014, through which he sent two studies of the University of Perugia, which were subsequently included in the feasibility study.
The email shows the close friendly relationship between them, a relationship that started in the faculty auditoriums. "Dear Fra'! This is the text I warned you about, which Vanesa wrote to me about. Take a look and let us know. I hope your ear pain has subsided a little by now," Rrapaj wrote to Deputy Minister Rjepaj. On the same day, on March 17, 2014, the deputy minister forwarded the email to his boss, the then minister Ilir Beqaj, in the official and private email.
In the evaluation argued in the file of 348 pages, the Judge of GJKKO Erjon Bami reasons that the former Minister of Health, Ilir Beqaj, in cooperation with the person under investigation, Klodian Rrjepaj, had made the decision to provide the sterilization service with a concession and had pre-selected who would win this concession…” adding that the default winners were Ilir Rrapaj and his partner Italian citizen Umbro Staccini.
It is also said that 52 days before Ilir Beqja and the administrator of the concession company "Sani Service" Admir Daca signed the concession contract, Beqja sent an e-mail to Klodjan Rrjepaj and Milva Ekonomit. "...please follow with priority the preparation of the contracts for the respective PPP..." - wrote Beqja to the two deputy ministers on October 11, 2015, just one month after Beqja announced the winner of his friend Ilir Rrapaj's firm.
Another E-Mail, according to the file, that implicates Beqja in the predetermination of this concession is on October 26, 2015, when the contract had not yet been concluded. In the SPAK file, it is stated that through the communications between Rrjepaj and Beqaj, it is clear that they were aware of the winner of the concession, precisely the people they had met in Italy and with whom they had had constant communications, going abroad together.
