The Special Court reasons that the former Minister of Health, Ilir Beqaj and the former Deputy Minister of Health, Klodian Rjepaj, were aware that the winners were precisely the people with whom they had constant communications, and also traveled with them. abroad.
According to SPAK's investigation, at the same time it turns out that communications of Klodian Rjepaj and Umbro Staçini, the Italian businessman of SaniService, the company that won the concession, were also made known to former minister Beqaj.
The Special Court also holds the former minister responsible for the fact that, as the holder of the contracting authority, he should have suspended the procurement procedure, at a time when there was a complaint from one of the contestants for the concession.
