Why was no fictitious contractor arrested who took the money from the "Bankers" company?
For the corruption and fiscal crimes of the concession company "Bankers", the Chinese director Hongping Xiao, the former Albanian director Leonidha Çobo and several employees of this company were arrested, but no fictitious contractor, such as the "Albstar" company of the oligarch Idajet Ismailaj of the tower at the "Air Albania" stadium, which has extorted 20 million Euros from "Bankers". But, even after the facade of the very late blow that justice gave to the mafia of the "Bankers" company, there are several tricks that have begun and are continuing in the criminal process against the company that has stolen 5 billion Euros from the Albanian state, equal to 63% of the current annual budget.
The first trick staged by the government is the fact that the Tax Directorate and the Tax Directorate-Fier did not file the criminal report against "Bankers" with SPAK, but with the District Prosecutor's Office.
After the creation of SPAK, state institutions have determined for each case which line of criminal charges they should turn to in order to denounce individuals and private entities that abuse, and in the case of "Bankers", the tax authorities had to file a report with SPAK for two legal reasons:
First, it is true that the "Bankers" company carries out activities in the tax territory of the Fier District, but it is a central concession granted by law by Parliament and a government decision, where there is central control.
Secondly, for financial abuses worth over 50 thousand euros, state institutions should only report them to SPAK, but the Tax Authorities did not report the company "Bankers" to SPAK, even though they confirmed that it had stolen 5 billion euros.
The other trick is the scandal that the General Directorate of Taxes did not report any former or current tax managers who allowed the fraud and theft of "Bankers" with fictitious balance sheets, VAT invoices, tax evasion, non-payment of taxes and non-repayment of the state's profit tax obligation, when it has been proven that the "Bankers" thieves collaborated with state officials.
The other trick is the fact that the Fier Prosecutor's Office has not prosecuted officials from Taxes, Customs, Albeptrol, the Natural Resources Agency, and the Concessions Agency (ATRAKO), who allowed the financial crimes of "Bankers".
Their names have emerged from wiretaps and investigations, but also administratively, as persons responsible for controlling the oil concession.
In addition to the immunity of government officials, the Fier prosecution and court and the Court of Appeal, in apparent collusion with the government dome, are not declaring their lack of jurisdiction over the "Bankers" file and transferring the investigation to SPAK. Because, if government officials were reported and prosecuted, the case would be transferred for investigation to SPAK, where the investigation would be forced to rise to the level of ministers and prime ministers.
It is Fatos Nano, Sali Berisha, Edi Rama and among them Ilir Meta and the ministers of their governments in the years 2004-2025, who have sanctioned and allowed the mafia concession "Bankers". They have approved and amended the law, government decisions, and the "Bankers" contract several times, removing taxes, customs, mining, central and local taxes.
They have ordered the non-performance of inspections, cancellation of financial penalties and criminal proceedings, but also the drafting of false reports for inspections that were not carried out, fictitious audits, opening customs ports for the import of raw materials and machinery and the export of oil with false cargo declarations and without taxes.
There is no doubt that, if justice investigates "higher up", it will find that all government leaders, from the day the "Bankers" concession began in 2004 until today, come "smelling" of oil, smeared by the Canadians who had it until 2016 and by the Chinese who have had it for 9 years./ Pamphlet
