SPAK says that Ilir Meta not only suggested Kastriot Ismailaj of DIA to be the person who would conclude the contract with CEZ where he would earn millions of euros, but made him participate in the meeting of the Supervisory Council of CEZ-DIA, also why legally it did not belong to them.
The representative of the Albanian state in this institution was Ilir Ciko, who in his testimony given in the file says that he did not understand that Ismailaj was in the meeting.

With his appointment as Minister of Economy, Trade and Energy, relations with the company "Cez Shpërndarja" are directly under his responsibility since the state is a 24% shareholder. After the decree of citizen Ilir Metaj as Minister of Economy, citizen Kastriot lsmailaj starts to be more present and continues to postpone the approval of the contract dated 01.09.2010.
More specifically, it turns out that the next meeting of the CEZ Supervisory Council is not attended by Ilir Ciko, but by the citizen Kastriot Jsmailaj as a representative of the Ministry of Economy.
Trade and Energy. According to the minutes of the 8th meeting of the Supervisory Council of OSHE Sh A. ("OSSH") dated September 15, 2010, it appears that the citizen Kastriot Ismailaj, among others, took part in the meeting of the Council with the note in the minutes "Mr. Kastriot lsmaili (METE's candidates for new member of the Supervisory Council in the absence of Ilir Cikos, member. According to the minutes of the meeting, it is described that "the meeting was opened by Mr. Hejsek, who informed the members of the Supervisory Council about the change the latest of the Minister of Economy, Trade and Energy. He apologized for the absence of Mr. Ciko at the meeting and briefly introduced Mr. Kasiriot Jsmaili who was the candidate of the ministry to replace Mr. Ciko in the Supervisory Council.
As it is clear from this record, already with the arrival of Mr. Meta as the Minister of Economy, the citizen (the defendant) Kastriot Ismailaj starts participating in the meetings of the Supervisory Council of OSHE - as a candidate for the replacement of the citizen Ilir Ciko, even after the appointment of citizen Ilir Meta Minister of Economy, Trade and Energy Kastriot lsmailaj participates in meetings where energy issues were addressed.
This data is obtained from the statement of the citizen Ilir Ciko, who explained, among other things, that: "After returning from Vienna from the meeting we had in the secretariat, there are also changes where Dritan Prifli has left the Ministry of Economy and Energy and in Ilir Meta was named in his place.
With his appointment as a minister, I was dismissed from the position of cabinet director and appointed as an advisor to the cabinet and followed the same topic and was again the representative of the Ministry in the CEZ distribution company. I would like to emphasize that immediately after these changes, I found that in all electronic correspondences exchanged with the representative of CEZ Josef Hejsek had marked Ç in the email to the citizen Kastriot Ismailaj. However, I want to emphasize that after this, Kasriot Ismailaj also participated in many meetings held on energy issues, but I never learned in what capacity he participated. In these meetings attended by Kastriot Ismailaj, the ministry Ilir Meta also participated"
