Prime Minister Edi Rama's decision to grant strategic investor status to Donald Trump's son-in-law on the eve of his inauguration, without a full business plan and feasibility study, is considered by experts as a move to secure the support of the Trump administration.
When President Trump's son-in-law, Jared Kushner, announced plans from the United States to build a luxury resort on the island of Sazani last March, many in Albania were surprised. But not Prime Minister Edi Rama, who did not hide his enthusiasm.
“We need super-luxury as much as the desert needs water,” Rama said, referring to Kushner’s offer in an interview with the Financial Times. Rama also claimed that the proposal had come directly from Kushner.
The Albanian government pushed forward plans for cooperation with Kushner and in late December 2024, a few weeks before Trump's inauguration as president, granted his associated company, Atlantic Incubation Partners LLC, strategic investor status.
Sazan Island served as a naval military base during the communist regime and is still administered by the Ministry of Defense. To pave the way for the acquisition of strategic investor status, the President of the Republic, Bajram Begaj, previously signed a decree urgently removing a training area from the Armed Forces deployment plan.
The business ventures of Trump's inner circle have raised concerns in the United States about a potential conflict of interest between the president-elect and foreign governments. From Albania's perspective, Rama's move also reads as an attempt to score points with the Trump administration.
Unlike Rama, Affinity Partners, a company represented by Kushner, told the US Senate Finance Committee during an open investigation that it was the Albanian government that initially approached individuals associated with Affinity about potential real estate projects. However, Affinity declined to identify who from the Albanian government had done so.
For publicist Fatos Lubonja, the fact that the Albanian government has offered the island to Kushner is not a rare case.
"Rama has done this before. In this case, as in the case of Italy for immigrants, and in the case of Afghan immigrants, this was offered and it is not that they asked for it," Lubonja said in a telephone conversation.
"This is the paradigm of Albanian politicians, incapable of building a state and gaining legitimacy from the people, offering themselves to big states to gain this legitimacy, and the big ones, for their own interests, accept this," Lubonja added.

Pa plan biznesi dhe fizibilitet
Planet për ishullin e Sazanit dhe kthimin e tij në një ‘parajsë turistike’ nuk janë të reja.
Ish-baza ushtarake e braktisur është bërë shpeshherë objekt i ëndrrave multimilardëshe në Shqipëri, duke përfshirë ngritjen atje të një kazinoje apo formave të tjera të shfrytëzimit.
Përfshirja e Kushner në këto plane erdhi pas dy vizitave të tij dhe bashkëshortes Ivanka Trump në Shqipëri, përfshi një udhëtim me jaht dhe një me helikopter si dhe takimin me kryeministrin Rama.
Projekti i resortit luksoz parashikohet të ngrihet në një sipërfaqe prej 45 hektarësh në ishullin e Sazanit dhe përfshin ndërtimin e strukturave akomoduese turistike të brandeve ndërkombëtare, njësive rezidenciale dhe zonave gastronomike. Megjithatë, ky nuk duket një plan i afërt.
Sipas vendimit të Komitetit të Investimeve Strategjike, i drejtuar nga kryeministri Rama, projekti “Resorti Turistik – Ishulli i Sazanit” e përfiton statusin e investitorit strategjik për një periudhë 10-vjeçare, afat që nevojitet sipas vendimit për kryerjen e procedurave dhe plotësimin e detyrave.
Mes detyrave përmenden de-militarizimi i zonës që ka shërbyer prej vitesh si poligon i ushtrisë dhe “ka rrezik të lartë piroteknik”, inventarizimi i tuneleve nëntokësore dhe bunkerëve si dhe negociimi i kushteve të pjesmarrjes shtetërore në këtë investim strategjik.
Gjithashtu, investitorit i kërkohet që të paraqesë një seri dokumentesh kyçe për projekte të këtij lloji, mes të cilave edhe planin e plotë të biznesit ku të përcaktohen detyrimet e investitorit dhe të shtetit si dhe studimin e plotë të fizibilitetit – një dokument që provon se projekti është i përshtatshëm dhe i realizueshëm.
Miratimi i statusit të investitorit strategjik në mungesë të këtyre dokumenteve është sipas ekspertëve “një sinjal alarmi”.
“Nëse një projekt i tillë me vlerë prej 1.4 miliardë eurosh nuk ka një plan të plotë biznesi dhe studim fizibiliteti, kjo ngre shqetësime të rëndësishme në lidhje me mundësinë e realizimit të tij dhe menaxhimin e riskut, si për investitorët ashtu edhe për shtetin,” thotë Eduard Gjokutaj, themelues i organizatës së edukimit financiar, “Altax”.
“Mungesa e dokumentacionit të kërkuar dhe mosrespektimi i procedurave standarde përbën një rrezik të lartë për suksesin e projektit dhe interesat publike,” theksoi më tej Gjokutaj, duke shtuar se një praktikë e tillë “mund të perceptohet si favorizim për një investitor të caktuar, duke ngritur pyetje mbi ndikimet politike në proces”.
Qeveria nga ana e saj e konsideron një procedurë normale mungesën e një plani të plotë biznesi dhe studimi fizibiliteti për projektin në ishullin e Sazanit.
"In the decision-making to which you refer, there is no rush and the fact that a decision-making is accompanied by new requests is neither a violation of any law, nor an exception in the numerous decision-making processes, where you can find many such cases," said the Media and Information Agency.
Political goals
Donald Trump's inauguration ceremony and his ascension to the White House on January 20 as the 47th president of America is being enthusiastically welcomed by both sides of politics in Albania, but especially by the opposition Democratic Party.
Because of Kushner's political background, opposition criticism of the Sazan project has been weak. DP leader Sali Berisha said Rama was using the project for political purposes, but did not oppose the project itself.
"We do not oppose projects that respect the country's rules..," Berisha said.
But opposition MP Jorida Tabaku says the procedures for granting strategic investor status to Sazan Island were undertaken in a lack of transparency and an open competitive process. She also criticized the use of public assets for political purposes.
“The recent case with Sazan Island clearly demonstrates the lack of transparency and an open competitive process, and raises concerns about how these decisions are being used for political purposes,” Tabaku told BIRN.
"Sazani Island is a unique national asset with great potential for the sustainable development of tourism and the Albanian economy. Any project aimed at its development must be part of an open and competitive process, supported by public consultations and full transparency," Tabaku added.
For critic Fatos Lubonja, the lack of competition and transparency reveals a lot about the practice of plundering public property for political purposes.
"Albanians are lying to tourists who are supposedly coming, but I don't see any benefit. I see looting of public property," Lubonja said, adding that the most beautiful parts of the Albanian coast are becoming inaccessible to ordinary Albanians.
Lubonja is also critical of the opposition's silence on Kushner's project in Sazan.
"The opposition has remained silent in this case, hoping to gain support from Trump or to remove the women's name from Berisha. This is a mistake by the opposition...," he concluded. / BIRN
