
The former head of ARRSH, Dashamir Xhika, appeared today at the Special Prosecutor's Office.
He stayed for about 30 minutes inside the premises of SPAK and in a statement to the media he stated that he was interrogated for a procedure when he was leading the ARRSH.
Dashamir Xhika is the former director of ARRSH and candidate for deputy of LSI in Elbasan district in the 2017 elections.
The scandal of the Tirana-Elbasan road
The former director of ARRSH Dashamir Xhika is a well-known name in Albanian justice. This is because he, together with two former officials, was earlier arrested for misappropriation of funds in the construction of the Tirana-Elbasan road.
The road started with a cost of 222 million dollars, but by the time it was finished, it cost the Albanians about 330 million dollars.
In February 2018, Dashamir Xhika, then head of the road authority, was arrested for corruption. Along with him, his two subordinates, Albens Alite and Aksel Qorduka, were also put in the cell.
The accusation was that they had abused the funds for the construction of the Tirana-Elbasan road. The audit of the Ministry of Infrastructure led by Damian Gjiknuri, calculated that the damage caused was 36 million dollars.
After the audit, Gjiknuri sued Dashamir Xhika and his subordinates claiming that the road costs were increased to favor the Aktor company that was building the road. From this action they would benefit money for themselves.
After the investigations, the prosecutors of the Serious Crimes Prosecution found no evidence to prove the corruption. As a result, in October 2018, they passed the file to the Tirana prosecutor's office to investigate for abuse of office.
The large corruption file of the Tirana-Elbasan road was cleared and the officials were released from prison.
In July 2021, they were also cleared of the charge of abuse of office after the prosecution of Tirana requested the dismissal of the case.
Dashamir Xhika and his subordinates not only did not commit corruption, but judge Erion Bani argues that they saved money from the state budget.
They have approved a payment to the company AKTOR of 25 million euros which the dispute board blocked. After this, the Greek firm sends the Albanian state to the Paris arbitration.
This blockage cost the Albanian state the loss of the arbitration case where, in addition to the 754 thousand dollars of court costs, Albania must also pay the AKTOR firm 44 million dollars for the works it had performed.
For all these actions, the court asked SPAK two years ago to investigate with the claim that someone either from the road authority, or from the Ministry of Infrastructure and Energy, misused the duty.
According to the court, the damage is related to the 754,000 dollars paid for the law firm and court expenses in Paris.
