
Former minister Ilir Beqaj contested a bill of 120 thousand new lek in the Special Court.
The Special Court has postponed the hearing for the former Minister of Health Ilir Beqaj to March 11 at 12:30 to decide whether to accept his request for the obligation of the prosecutors to provide him with the preliminary investigation documents.
During the session, Beqaj's lawyer, Ermal Yzeiraj, claimed that the Special Prosecutor's Office estimated that the scanning of documents costs over 1,200,000 old lek, which must be paid by the requesting party.
The lawyer claims that according to the law, the accused party pays court costs only if he is sentenced by a final decision.
SPAK asked the Special Court to dismiss the request, while judge Erion Bani has decided that in the next session the prosecution body will present the evidence, giving time for the defense to present the request according to the form required by the law.
Against the former minister, Ilir Beqaj, the Special Court set the measure of having to appear twice a month at the prosecutor's office, for the charge of abuse of office, in the middle of November 2023.
The investigation is about the alleged violations by SPAK, in the sterilization concession worth 100 million euros and a 10-year term, won by the businessman Ilir Rrapaj, already arrested together with the former Deputy Minister of Health, Klodian Rrjepaj.
Beqaj is also a person under investigation for the check-up issue, and a few days ago his apartment was searched because there are suspicions that he has also abused SASPAC funds.
How did the investigations begin?
For three years SPAK has started an investigation regarding the sterilization tender worth 100 million euros, which was won by Ilir Rrapaj.
The latter was an unknown businessman in business circles in Albania until 2013. Before the socialists came to power, he was the owner of a brokerage agency as well as a modest construction company based in Perugia, Italy.
A company that turned out to have only one employee in Italy, as it managed to win in Albania such a coveted tender of about 100 million dollars.
In relation to this issue, a few days ago, the former Minister of Health, Ilir Beqja, presented himself to SPAK, as the concession was granted while he was in charge of the Ministry of Health. Earlier, the former Deputy Minister of Health, Klodian Rrjepaj, was also asked.
We remind you that in June, SPAK withdrew the sterilization documents and checks in local hospitals, related to the services they perform, the quantities and payments made to the concessionaires that won the tender.
SPAK's investigations, which have lasted for two and a half years, establish that the concession was granted in violation of the law.
