Not only in agriculture with IPARD... European Union funds have also been abused in border management with FRONTEX money. After the checks carried out in the Local Border and Migration Directorates in Korça and Gjirokastër, a series of violations were found that led to unfair benefits and economic damage in significant numbers.

The per diems and sleeping bills are just the tip of the iceberg of abuses of European Border and Coast Guard Agency funding over the years 2021-2023. The unfair benefits in the hundreds of thousands of euros also extend to the inflated bonuses or salaries of the officers charged with duties in Korça and Gjirokastër.
"The lack of corroborating and justifying documentation has consequently exposed the state budget to a negative financial effect in the total value of 300,564 euros, of unfair benefits on the part of the respective beneficiaries in the amount of 193,447 euros and in the value of 422,252 ALL", A2 cites the findings of inspections at the DPPSH.
For the abuses found, in six cases the return of the money to the FRONTEX coffers was requested by means of the "damage compensation" measure. 2 administrative, 9 regulatory and 7 disciplinary measures have also been imposed on the rest of those who have unfairly benefited.
"On the part of the General Directorate of Police, its responsible structures, the Border and Migration Department and the Finance Sector for the period under inspection, the funds provided by the FRONTEX budget were not responsibly managed, referring to the legal violations found in the field of financial and control management, asset management in public sector units", A2 cites the findings of inspections at the DPPSH.
Similar abuses were found earlier by the European Office against Economic Fraud that produced the suspension of IPARD funds for Albanian farmers. Ilir Beqaj was also arrested earlier on the orders of SPAK, on charges of abusing the funds of the European Union while he was leading the State Agency for Strategic Programming and Aid Coordination.
