Although registration or any other action on real estate is in total collapse, the government and the State Cadastre Agency are trying to hide behind their fingers. On average, the Cadastre receives over 1,000 applications per day.
A confidential source from within the Cadastre told Oligarkia.al that there are currently tens of thousands of applications that have not received a response.
In order to fictitiously reduce the stock of applications and hide the total collapse of the system, Kadastra is returning nonsensical answers to applications. Vizion plus published a case this Thursday, when Cadastre responded to an application asking it to post additional documents without specifying what. But there are thousands of such cases throughout Albania or cases where the answer is different from the request for which the application was made.
Three days ago, Dallandyshe Bici, the head of the Cadastre, held a meeting with the staff, where she gave directives to return answers even without solving the request for applications, just to fictitiously reduce the stock number of applications.
However, what is happening now is just the antipasti of the Cadastre crisis. The situation is expected to worsen significantly over the next month, as people return from vacations and the market begins massive real estate operations.
This is because the decision to remove the opportunity for citizens to physically go to the Cadastre offices and the distribution of applications in districts has brought the system to a dead end.
The distribution of applications across different districts has added even more links and bureaucracies as long as the system is not completely digitized. If an application from Tirana goes to Korça, the Korça office will be forced to request the file from Tirana to give an answer. This mess has put the whole process in a dead end, but the real bomb is expected to explode in September.
