During the meeting of the Council of Mandates and Immunities, where SPAK's request regarding the issue of Belinda Balluku's immunity was reviewed, opposition MPs supported this request.
In support of Articles 73, 95, 103 of the Constitution, Articles 260, 288, 289 of the Code of Criminal Procedure, as well as Articles 13 and 118 of the Rules of Procedure of the Assembly, the 5 opposition members of the Council of Mandates and Immunities have proposed that the plenary session authorize the arrest of the suspended Deputy Prime Minister.
" The deputies in the plenary session of the Assembly of the Republic of Albania vote in favor, for the approval of request no. 43019Prot., dated 16.12.2025 of the Special Prosecutor's Office Against Corruption and Organized Crime, deciding:
"Granting authorization by the Assembly of the Republic of Albania for the arrest/deprivation of liberty through the replacement of the security measure from that of "Prohibition of leaving the country" provided for by article 233 of the Code of Criminal Procedure and "Suspension of the exercise of a public duty or service", provided for by article 242 of the Code of Criminal Procedure, to that of arrest in prison/at home, for Ms. Belinda Balluku", who exercises the functions of deputy, minister and deputy prime minister, within the framework of criminal proceedings no. 136 of 2025, where she has been taken as a defendant and person under investigation, because she is suspected of having repeatedly committed the criminal offense:
"Violation of equality of participants in tenders or public auctions", committed in collaboration, provided for by articles 258/2 and 25 of the Penal Code ", states the recommendations of the 5 DP deputies.
