The Vlora International Airport project, presented as one of the most important strategic investments for the south of the country and Albanian tourism, is facing numerous problems with clashes between the companies implementing the works.
The conflict is between two shareholders at Vlora Airport, as the administrator of the concession company VIA, which is now controlled by Valon Ademi's 2A Group, has removed the subcontracting from Behgjet Pacolli's Mabco, prohibiting the latter's employees from entering the construction site.
Pacolli himself reacted to this, describing the situation as "terror against employees" and making strong accusations against his former collaborator, Valon Lluka.
In the published response, Pacolli states that Mabco owns 98% of the quotas and that the company has invested over 300 million euros in the Vlora project.
"What is happening in Vlora, this terrorization of criminal groups against the employees of the sole investor Mabco (owner of 98% of the quotas), which is exposed to over 300 million euros in Vlora, encouraged by temporary, illegal and unconstitutional court decisions, has its origins in the immoral, reprehensible, fraudulent and traitorous actions of Valon Lluka. He came to the Mabetex group, went through many functions, became rich and in the end, after 18 years, showed his true face and betrayed the trust we had given him.
As you can see, for 9 months we have been facing dizzying trauma every day, in search of justice and in an attempt to avoid the worst.
Now I am addressing you, Wasn't a salary of 30 thousand euros enough for you (with all the good and understanding you had), but you also got your hands on the alienation of property that is not yours. How could you sell someone else's property? Who pushed you to do it? You did it for a percentage, as your partner in this criminal act had promised you, if you would successfully carry out this ugly act.
You forged documents, seals and everything else. Why, before you committed this ugly act, did you not come to ask for help, like other times? Maybe I would have helped you. Why did you keep this act hidden for more than 5 months, until we accidentally discovered it, why did I not do any research, because I trusted you?
You despised everything: you despised generosity and my home. Do not forget that justice, sooner or later, comes like lightning," Pacolli writes in his reaction.

The works at Vlora Airport have been carried out according to an equal subcontracting scheme between the two concession shareholders. The concession company Vlora International Airport, or VIA for short, has subcontracted half of the works, including the construction of the runway, to Valon Ademi's 2A Group and the other half, including the construction of the terminal, to Behgjet Pacolli's Mabco.
