Democratic Party MP, Jorida Tabaku, has stated that the property issue in Albania is not an isolated phenomenon, but, according to her, is one of the pillars on which the political and economic system of the socialist government is built.

In a post on social media, Tabaku places the law on property restitution and compensation and the law on strategic investments on the same plane, arguing that they are part of the same approach. According to her, one law weakened the position of legal owners, while the other created mechanisms for the transfer of public and private property in favor of a limited number of beneficiaries.

"One weakened the legitimate owners. The other created the mechanisms for the transfer of public and private property into the hands of a privileged few," Tabaku writes.

According to the Democratic MP, the way the property issue has been administered during the years of socialist government cannot be considered simply as administrative mismanagement, but as a deliberate mechanism for political and economic control.

She argues that uncertainty over ownership, inaccurate registers, non-implementation of court decisions, and protracted processes for owners have weakened the position of citizens, while strengthening the administration and political power.

"When property is uncertain, the citizen is weak. When documents are unclear, the administration becomes all-powerful. When the law changes according to interest, the government decides who wins and who loses," says the Democratic MP.

Tabaku emphasizes that this is the model of state functioning that, according to her, must change, as constitutional rights are not protected by law, but are treated as privileges that depend on the will of the government.

According to her, citizens' property is treated as government property, which decides who to give it to, who to deny it to, and which investors to favor.

The DP MP also refers to SPAK's investigations, which, according to her, have highlighted the penetration of dirty money into the construction sector, the real estate market, tourist resorts and public contracts.

She states that the status of "strategic investor" has not been used primarily to promote investments in technology, industry or well-paid jobs, but to provide fiscal incentives, expedited procedures and access to public assets for a limited circle of beneficiaries.

"This system has authors, implementers and political notaries. The creator is the Prime Minister. The apparatus is the ministers and agencies. While the socialist majority in the Assembly has voted for the laws, exemptions and contracts that have kept it afloat," writes Tabaku.

The MP demands the establishment of a full parliamentary investigation into the implementation of the law on strategic investments, the transfer of public property, the fiscal incentives provided, and the connections between the beneficiaries of these schemes and decision-makers.

In conclusion, Tabaku states that changing the system should not be limited to political rotation, but should be accompanied by returning the state to the function of citizens, guaranteeing private property, equality before the law, and eliminating privileges for a minority.

"Change is no longer just a political demand. It is an economic, democratic and national necessity," concludes the Democratic Party MP.
