
The government has approved a decision defining the responsible institutions and the procedures that families must follow to benefit from 0% interest housing loans, subsidized by the state budget, through the National Housing Authority (EKB). The decision defines the procedures that must be followed, as well as the cases when a family is disqualified.
Subsidized interest loans are offered to certain categories, more specifically:
Families living in rented accommodation in former private property
Families of State Police employees killed in the line of duty
Children in state care (orphans)
The application is made online by the head of household or legal guardian, through the e-Albania government portal, in the National Housing Authority system.
The required documentation includes:
Negative certificate from the Real Estate Registration Office proving that the family does not have any property in the entire territory of Albania
Or proof of a property that is below minimum occupancy standards
For the families of fallen police officers, documentation is forwarded by the Ministry of Interior at the request of the UN.
The approved decision states that the requests are reviewed by an ad hoc commission at the UN, established within 5 days of the submission of the applications.
The commission has 10 days to review each case.
In case of rejection, the applicant has the right to file an administrative appeal within 5 days of notification.
Families approved for benefits are placed on a waiting list with no time limit, awaiting funds and implementation of procedures by financial institutions involved in the agreement with the responsible ministry.
The beneficiary list contains data on:
Family composition according to the family certificate
Social and housing situation
The structure of the apartment that benefits
The interest subsidy is terminated in cases where:
Citizen fails to vacate owner's apartment by deadline
Forgery of documents or false declarations is detected
Serious deficiencies are discovered in the file documentation
In cases where the head of the household (in cases of renting in former private property) has passed away, the procedure continues based on the family certificate dated December 1, 1992, submitted by the EKB.
