
A loan of 1 million old lek received in 2015 by Durim Dadaj, the uncle of the former chief of operations Oltian Bistri, has raised strong doubts about his wealth.
This loan received by the uncle in 2015 and the introduction of the notary in the month of August 2023 inside the detention facilities of Durrës, where the bistri issued a power of attorney for the wife with the purpose of alienating the assets, have served as the strongest indications that led SPAK to opens a property investigation for Oltian Bistri and his family members, implementing the "Antimafia" law.
SPAK's investigation has revealed that a 2005 "Land Rover" model "Frilander" vehicle was first registered in 2016 in the name of Durim Dadaj.
This vehicle is registered in the Directorate of Road Transport in the name of Durim Dadaj, who according to SPAK, 5 months before buying this car, on December 24, 2015, he received a consumer loan in the amount of 1 million old lek with a repayment term of 18 months and the surety was Enert Dadaj.
"Ora News" has learned that not much has passed since becoming the owner of the car "Land Rover" model "Freelander", the uncle of Oltian Bistri, Durim Dadaj, has entered into a business contract with the company "Arlis Construction" of Armand Lilos, buying in July 2017, a store of 110 m2 worth 270 thousand euros.
Of which 120,000 euros were liquidated, while the rest of 150,000 euros would be gradually liquidated through the bank for a period of 30 months.
According to the investigation file, it turns out that Durim Dadaj bought the store from the same entity, the company "Arlis-Ndërtim", on the same date, July 11, 2017, in which his sister N. Bistri (mother of Oltian Bistri) bought a unit in the amount of 230,000 euros, as well as his nephew Ervin Bistri (brother of Oltian Bistri) bought a unit (shop) in the amount of 320,000 euros.
Also, just two days later, Stela Tarka, who is Oltian's sister-in-law, bought a shop for 180,000 euros from the same company "Arlis-Ndërtim".
From the data administered by the second-level banks, it appears that Durim Dadaj, Oltiani's uncle, was paid a salary worth below the average salary level and receiving a consumer loan in the amount of 1 million lek, indicates, according to the prosecution, the difficulty of his economic ability to meet even the most basic living needs, as well as his inability to buy a store in the amount of 270 thousand euros, as well as a luxury vehicle of the "Range Rover Sport" brand, just five months after receiving the consumer loan.
Meanwhile, Muhedin Tarka, with the contract of entrepreneurship for booking a villa on December 24, 2021, has booked the construction of a villa at the "ORION" Company, specifically "Villa A14", with a plot area of 372.3 m², with a total construction area of 285.7 m², consisting of a total area above ground of 192.8 m², namely ground floor area of 90.5 m², first floor area of 102.3 m² and underground area of 92.9 m², against the price of 310,000 euros.
The above property is located in the residential residence "Green Valley" built by the "ORION" Company, with the address Sauk, specifically on the southern side of Tirana Lake, 100 meters from the big ring road, in one of the most luxurious residences in Tirana.
The price of 310,000 euros specified in the business contract, according to the prosecution, does not correspond to the real market price in that area and residence, since the prices in the "Green Valley" residential residence are about 3 times higher than those stated in the contract.
According to SPAK, if these assets had as a source of creation legal income earned by the person under investigation and his family members, there would be no reasonable reason for these persons to take such urgent actions to sell them them, selling them at the same price they bought them a few years ago.
A simple mathematical calculation shows that the two apartments with an area of 400 m² were purchased for 200,000 euros, which is proportional to the area of 400, so the price per square meter is 500 euros, while the price of the construction area currently in that complex is around 1500-1600 euros.
The assets evidenced by the investigations, referring to the prices noted in the relevant notarial contracts, were purchased by the person under investigation Oltian Bistri, his family members and relatives, mainly from the same commercial entity, the company "Arlis-Ndërtim" and at values generally several times lower than market prices.
While the payments for their purchase are mainly made by depositing the "Cash" money in the bank to the entrepreneur's account.
According to the prosecution, it shows that this course of action was deliberately chosen to hide the true origin of these incomes, declaring them at the time of deposit in the bank as income from construction and immigration in Greece, given that a part of his family and relatives, as well as the subject under property investigation Oltian Bistri, have lived in Greece.
